About this file

This document is an Addendum to an Invitation to Bid (ITB) issued by the Florida Department of Agriculture and Consumer Services (FDACS) for the procurement of two small autoclave steam sterilizers. The Addendum provides answers to questions received from vendors regarding the installation requirements, utility availability, and specifications for the autoclaves. Key details include:

The Department can receive, unload, and hold the crated autoclaves until the vendor's installers arrive. A forklift and lift-gate delivery will be required, as the autoclaves are located on ground level. The autoclaves will be installed in the same room, with a tight turn and limited hallway and doorway dimensions to consider. The Department will provide appropriate feedwater quality, but the vendor is responsible for the final utility connections. Dimensioned drawings and photos of the autoclave room will be made available. The existing autoclaves, which are single-door units, must be de-installed and placed for removal by a third party. The new autoclaves must include pre- and post-vacuum cycles as a requirement. All costs, including de-installation and service contract, should be included in the autoclave price line.

ADDENDUM 2

TO: VENDORS

FROM: BRITTANY HARVEY, GOVERNMENT ANALYST

RE: INVITATION TO BID NO. ITB FS 22 23 65-REBID

AUTOCLAVE

This addendum is to provide answers to questions received in reference to this invitation to bid.

Question / Answer

1. Will “Florida Department of Agriculture & Consumer Services” be able to receive/unload and hold, the crated autoclaves from the delivery truck, until our installers arrive on site?

Yes, the department can receive/ unload and hold the crated autoclave. Lab 10 would be the designated holding location.

2. Will “Florida Department of Agriculture & Consumer Services” be able to provide a forklift?

Yes, we can utilize the forklift from the warehouse or Lab # 2.

3. Is there a truck-level loading dock on site or will a lift-gate delivery be required?

A lift-gate delivery will be required.

4. Are both autoclaves to be located on ground level?

Both autoclaves are located on ground level.

5. If installed above ground level, is an elevator available? If an elevator is required for transport, please confirm its door opening dimensions, as well as the internal cab dimensions and weight limit.

N/A

6. Will both autoclaves be installed in the same room? If not, will they be installed on the same floor?

Both autoclaves will be in the same room.

7. Are there any obstacles in the pathway to the autoclave final locations? Such as stairs, ledges, tight turns, etc.?

There is a tight turn entering the media/autoclave room.

8. What is the hallway size in the pathway to the autoclave final locations?

The hallway path 9.6 feet high and 5.3 feet wide.

9. What is the smallest doorway size in the pathway to the autoclave final locations?

The smallest doorway is 6.9 feet high and 2.9 feet wide

10. Some autoclave manufacturers utilize compressed air to operate their unit’s pneumatic valves, which are long lasting and low maintenance. If house air is not an available utility, a small and quiet air compressor would be provided by the autoclave vendor, as part of their bid. Can “house air” (90 PSI minimum) be made available at the autoclave locations?

House air can be made available at the autoclave location.

11. Based on the city/tap water quality in Tallahassee, pre-treatment would be required for the water supply feeding the integral steam generators. We assume “Florida Department of Agriculture & Consumer Services” will supply the appropriate feedwater quality to these steam generators. This may require a reverse osmosis system, to reduce “hardness” and “total dissolved solids.”

Please confirm the appropriate feedwater quality will be provided, or if the autoclave vendor will need to provide a pre-treatment system for each autoclave, as part of their scope of work?

FDACS will supply the appropriate feedwater quality to steam generators.

12. Will “Florida Department of Agriculture & Consumer Services” make the final utility connections? Or will this work need to be performed by the autoclave vendor, as part of their installation scope of work? Please confirm.

The final utility connections should be made by the autoclave vendors, as part of the installation scope of work.

13. Can a dimensioned drawing of the autoclave room be made available? These measurements would be helpful to have, prior to bidding, to ensure a proper fit and verify there is adequate space for service access. Furthermore, since our autoclave, externally, is 55” Deep x 33” Wide x 75” High, this would allow us to verify these dimensions would be acceptable.

Dimensioned drawings of the autoclave room can be made available.

14. Can room photos be made available, as well, showing the existing autoclaves and utilities?

Photos can be made available.

15. “De-installation of two existing units” is listed. Are both existing autoclaves single door units with internal chamber dimensions of 20” Wide x 20” High x 38” Deep, as required in this bid?

Yes.

16. “De-installation of two existing units” is listed. Do you want the autoclave vendor to place them on your loading dock (if a dock is available), for removal by others?

Or do you require the autoclave vendor to remove them off premises, as well?

The de-installed units should be placed in a location by the autoclave vendor, for removal by a third party.

17. You are listing “calibration” as part of the installation scope of work. Our autoclaves come calibrated from the factory. Is this acceptable?

18. You are listing “validation in our laboratory” as part of the installation scope of work. Are you referring to an IQ/OQ?

19. The bid states that the autoclaves will need to “Allow for gravity or liquid run cycles.” We highly recommend you add “pre and post vacuum” cycles.

Mechanically removing the air from the chamber and load will provide efficient steam penetration of wrapped goods, porous materials and certain types of mixed loads. It also allows the use of a vacuum leak test, which checks the integrity of the chamber regarding air leaks. Vacuum cycles can also provide quicker turn-around times as well as greater sterility assurance, while also assisting in the drying process. Would you like to have this feature (pre and post vacuum cycles) added as a requirement of the specification?

Yes, please add pre and post vacuum cycles as a requirement of the specification

20. In Section 2.2 of the invitation, the de-installation and service contract is listed as a part of the contract but when I go to attachment B “Price sheet,” there is only an option for pricing sterilizers. My question is, should the cost of all these be added up and put on the autoclave price line? Or should we break it up to where the pricing is separate between the price of unit, service contract, and de-installation?

Please add up all the costs and include them in the autoclave price line.

This Addendum is hereby incorporated into and made a part of the above noted Invitation to Bid. All other terms, conditions and specifications of this Invitation to Bid will remain the same. For questions regarding this Addendum, please contact the Purchasing Office at email at Bids@FDACS.gov.
