About this file
This is Addendum #2 to a Request for Proposals issued by the Town of Dunstable, Massachusetts, for a comprehensive feasibility study and business planning engagement for the adaptive reuse and cultural activation of the historic Union School Building. The addendum clarifies key requirements and addresses questions submitted by prospective proposers. Proposals are due on September 8, 2026, with interviews anticipated to occur during the week of September 7, 2026, following the proposal submission date. The selected consultant will deliver a feasibility study, governance analysis, financial feasibility analysis, and implementation strategy for the building's long-term operation. Respondents should budget for 3-4 meetings with the Union Building Rehabilitation Committee and one meeting with the Select Board, with remote participation available for all meetings. The consultant is not required to conduct new architectural assessments but may rely on existing 2021/2024 studies and current interior design plans prepared by Gienapp Architects, which will be available to the selected firm upon project commencement.
The addendum clarifies that identified subconsultants are permitted as members of the consultant team, contrary to language in the General Requirements. The Town expects planning-level operating projections sufficient to evaluate and compare preferred alternatives and governance models, including multi-year projections and pro forma analyses with reasonable revenue and expense assumptions. Task 3 requires refinement and testing of alternatives identified in the 2024 Rehabilitation and Reuse Plan, supplemented by additional concepts emerging from market and stakeholder analysis, rather than development of wholly new alternatives. For capital cost estimation, the consultant should build from base-building rehabilitation costs already established and estimate incremental use-specific fit-out costs for each reuse alternative. Task 8 deliverables may be either procurement documents ready for issuance or planning-level templates for finalization after the Town selects a preferred governance model, depending on process outcomes. All proposers must complete and submit the Addenda Acknowledgement Form with their response, acknowledging receipt of both Addendum #1 (issued August 24, 2026) and Addendum #2 (issued August 31, 2026). Failure to acknowledge receipt of all addenda may result in rejection of the proposal.

Addendum #1: Request for Proposals: Feasibility Study and Business Planning for the Re-use and Cultural Activation of the Historic Union School Building
This addendum modifies the original solicitation as described. The addendum may contain supplemental information, clarifications to the solicitation, or substantive changes to terms and conditions, unit pricing, or submittal dates and times. Those submitting a response to the solicitation are required to sign and acknowledge this addendum and include the form in the response. Failure to do so may result in rejection of the response.
Purpose: The Town of Dunstable is seeking sealed proposals from qualified consulting firms to provide professional planning and consulting services for the preparation of a comprehensive feasibility study, governance analysis, financial feasibility analysis, and implementation strategy for the adaptive reuse and long-term operation of the historic Union School Building.
Addendum to Specification: This addendum is issued in response to questions and clarification requests received.
QUESTION: The interviews are listed before the proposal due date. Can the Town confirm the correct dates for interviews and contract award?
ANSWER: The RFP calls for interviews to take place during the “Week of September 7, 2026” with the proposals due on September 8. The Town is hopeful to have interviews following the due date in that same week.
QUESTION: The RFP requests qualifications for subconsultants; however, the General Requirements state that the Contractor shall not subcontract any portion of the work. Please clarify whether identified subconsultants are permitted members of the consultant team.
ANSWER: Please see addendum #1 issued on August 24, 2026.
QUESTION: What is the anticipated status of the Gienapp interior design documents at project commencement, and will the selected consultant have access to those plans?
ANSWER: They are expected to be completed and the selected consultant will have access to those plans.
QUESTION: Does the Town anticipate development of detailed operating projections only for the preferred alternative, or more than one?
ANSWER: The Town anticipates development of planning-level operating projections sufficient to evaluate and compare the preferred alternative(s) and governance models. The analysis should include multi-year operating projections, planning-level operating pro forma(s), and reasonable operating revenue and expense assumptions. The level of detail should be appropriate to this stage of planning and sufficient to evaluate the long-term financial feasibility and sustainability of the proposed re-use alternative(s) and governance models.
QUESTION: How many meetings with the Union Building Rehabilitation Committee and Select Board should respondents assume for budgeting purposes?
ANSWER: The Town would recommend budgeting 3-4 meetings with the Union Building Rehabilitation Committee and 1 meeting with the Select Board or some combination of the above. Remote participation is an option for all these meetings.
QUESTION: For Task 2, does the Town expect the selected consultant to conduct a new existing-conditions/architectural assessment, or can the consultant rely upon and synthesize the 2021/2024 studies and Gienapp Architects’ current interior design work?
ANSWER: The consultant is not expected to conduct a new assessment. The consultant can rely upon the 2021/2024 studies and existing interior design plans.
QUESTION: For Task 3, does the Town expect the consultant to develop wholly new adaptive-reuse alternatives, or to refine, test, and recommend among the alternatives identified in the 2024 Rehabilitation and Reuse Plan, supplemented by any additional concepts that may emerge from current market and stakeholder analysis?
ANSWER: The consultant is expected to use the alternatives identified in the 2024 Rehabilitation and Reuse Plan, possibly supplemented by additional concepts that emerge from current market and stakeholder analysis.
QUESTION: Regarding the planning-level Statements of Probable Cost, is the expectation to update and build from the base-building rehabilitation costs already developed and estimate incremental use-specific fit-out costs, or does the Town expect new comprehensive capital estimates for each alternative?
ANSWER: The Town is looking for additional incremental costs associated with re-use alternatives building from the base rehabilitation costs already developed.
QUESTION: For Task 8, does the Town expect the selected consultant to prepare procurement documents that are ready for issuance, or planning-level/draft templates that would be finalized after the Town has selected and authorized a preferred governance/operating model and completed any required municipal approval process?
ANSWER: The Town hopes to be in a position to work with the consultant to prepare procurement documents ready for issuance, however, depending on the process and its outcomes, it’s possible the Town may prefer planning level templates instead.
Firms that intend to submit a proposal must include the Addenda Acknowledgement Form with their response and must acknowledge the receipt of Addendum #1 and #2.
The Addenda Acknowledgement Form is posted on the Town’s website, www.dunstable-ma.gov and is included with this addendum.
