About this file

Addendum #1 Summary

This is an addendum to a Request for Proposals issued by the Town of Dunstable, Massachusetts for consulting services related to the adaptive reuse and cultural activation of the historic Union School Building. Addendum #1, released August 24, 2026, provides clarification regarding the use of subconsultants on the project. The primary deliverables requested include a comprehensive feasibility study, governance analysis, financial feasibility analysis, and implementation strategy for the building's long-term operation. The original RFP solicitation required proposals by September 8, 2026. All responding firms must complete and sign the Addenda Acknowledgement Form and submit it with their proposal to confirm receipt of Addendum #1; failure to acknowledge the addendum may result in rejection of the proposal.

The key clarification provided in this addendum addresses a discrepancy between the RFP's requirement that respondents identify proposed subconsultants and a general contract requirement stating that the contractor shall not subcontract or sublet work. Addendum #1 confirms that qualified consulting firms are permitted to include named subconsultants as part of their proposed team, provided the subconsultants are clearly identified in the proposal and their qualifications and responsibilities are fully described. This clarification enables prime consultants to assemble multidisciplinary teams with specialized expertise while maintaining transparency regarding team composition and roles. The addendum does not address specific pricing, funding sources, or contract amounts beyond confirming that funding derives from the Town of Dunstable's municipal budget and potentially available state or federal grants for historic preservation and community development.

Addendum #1: Request for Proposals: Feasibility Study and Business Planning for the Re-use and Cultural Activation of the Historic Union School Building

This addendum modifies the original solicitation as described. The addendum may contain supplemental information, clarifications to the solicitation, or substantive changes to terms and conditions, unit pricing, or submittal dates and times. Those submitting a response to the solicitation are required to sign and acknowledge this addendum and include the form in the response. Failure to do so may result in rejection of the response.

Purpose: The Town of Dunstable is seeking sealed proposals from qualified consulting firms to provide professional planning and consulting services for the preparation of a comprehensive feasibility study, governance analysis, financial feasibility analysis, and implementation strategy for the adaptive reuse and long-term operation of the historic Union School Building.

Addendum to Specification: This addendum is issued in response to questions and clarification requests received.

QUESTION: As we consider assembling the right team for the project, we had one clarification question.

The RFP asks respondents to identify proposed subconsultants and provide their qualifications and roles.

However, General Requirement #4 states that the Contractor “shall not subcontract or sublet any portion of the work.”

Could you please confirm whether a prime consultant may include named subconsultants as part of its proposed team, provided those subconsultants are identified in the proposal and their qualifications and responsibilities are clearly described?

ANSWER: Yes. Responding firms are permitted to include subconsultants as part of their proposed team for the project, provided the subconsultants are identified in the proposal and their qualifications and responsibilities are clearly described. For purposes of this RFP, the restriction in General Requirement #4 does not prohibit the use of subconsultants identified as part of the respondent’s proposed team.

Firms that intend to submit a proposal must include the Addenda Acknowledgement Form with their response and must acknowledge the receipt of Addendum #1.

The Addenda Acknowledgement Form is posted on the Town’s website, www.dunstable-ma.gov and is included with this addendum.
