About this file
This is Addendum 2 to Request for Quotation (RFQ) W912JV25C3005 issued by the Oregon Military Department, Camp Rilea Armed Forces Training Center, Department of Public Works for the Camp Rilea Forest Restoration Project. The addendum revises the original RFQ submission deadline from September 4, 2025 to September 10, 2025 at 2:00 p.m. Pacific Time. The project consists of two tasks: Task 1 (Base Bid) involves Implementation Plan Preparation, which will be awarded upon RFQ conclusion, and Task 2 involves Field Execution with optional Additive Alternates to be performed by the same selected contractor if OMD authorizes funding in Fiscal Year 2026. The addendum clarifies that Task 1 approval is required before subsequent work may proceed and that work will be sequenced according to OMD direction and funding availability. Offerors must provide pricing for both Task 1 and Task 2/Additive Alternates, though only Task 1 pricing will be evaluated for award. All pricing must remain valid through September 30, 2026.
The procurement is conducted under Oregon Revised Statute (ORS) 279B as an Intermediate Procurement for forest restoration services and is not subject to Oregon Bureau of Labor and Industries (BOLI) prevailing wage requirements since the scope is not classified as "public works" construction under ORS 279C, regardless of federal fund administration by the State of Oregon. Task 1 deliverables must be submitted as a written report detailing the implementation plan for Priority Areas, including proposed methods and schedule. The addendum specifies that only the Pricing Submittal Form and acknowledged addenda will be evaluated as responsive; however, offerors may submit additional company information. Protests of any changes made by this addendum must be submitted in writing to Corey.Brech@omd.oregon.gov by 2:00 p.m. on September 2, 2025.

August 29, 2025
SUBJECT: Addendum Number 2 to RFQ W912JV25C3005 – Camp Rilea Forest Restoration Project
TO ALL PROSPECTIVE OFFERORS AND ALL OTHERS CONCERNED
1. The changes, clarifications, omissions, additions, and alterations in, on, and to the bidding information and specifications shall apply to the quotes made for and to the project indicated above. Except as modified by this Addendum Number 2, all the terms and provisions of the Request for Quotation (RFQ) for the above listed project remain in full force and effect. This Addendum Number 2 supersedes all previous instructions pertaining to the items listed:
CHANGES TO RFQ
2. Changes to RFQ: The following revisions are made to the RFQ. Where applicable, additions are indicated in bold and underlined and deletions are indicated by strikethrough.
A. RFQ Title Page (Beginning on Page 1) Revise the offer submission deadline as follows:
QUOTES MUST BE RECEIVED BY: SEPTEMBER 10, 4, 2025 BY 2:00 P.M. PACIFIC TIME (PT)
B. RFQ Section: OFFER SUBMISSION (Beginning on Page 4) Revise the offer submission deadline as follows:
QUOTES MUST BE RECEIVED BY September 10, 4, 2025 at 2:00 P.M. PTA
C. RFQ Section: AWARD AND WORK SEQUENCE (Beginning on Page 4) Revise the following:
AWARD AND WORK SEQUENCE
OMD expects to award the Base Bid (Task 1 – Implementation Plan Preparation) to the selected Offeror shortly after the conclusion of the solicitation. Upon OMD approval of the Implementation Plan, and subject to available funding in Fiscal Year 2026 (FY26), OMD will authorize the same Contractor to perform Task 2 – Field Execution and any Additive Alternates, in the order specified. the same Contractor will continue with Task 2 – Field Execution, including all Additive Alternates in the order specified, as funding and priorities allow.
Offerors should understand that:
1. Task 1 – Implementation Plan: The contract award covers the Base Bid, Task 1 (Implementation Plan Preparation). Approval of Task 1 is required before any subsequent work may proceed.
2. Task 2 – Field Execution: The selected Offeror is expected to perform all work associated with the Base Bid and any Task 2/Additive Alternates that OMD elects to fund. Pricing for Task 2/Additive Alternates is required for budgetary planning purposes but will not be evaluated for award. Following Task 1 approval, work will be sequenced according to OMD
Addendum 2 RFQ W912JV25C3005 2 direction and funding availability. All pricing shall remain valid through September 30, 2026.
3. Prevailing Wage: This Procurement is conducted under ORS 279B as an Intermediate Procurement for forest restoration services. Because the scope of work is not classified as “public works” construction under ORS 279C, Oregon Bureau of Labor and Industries (BOLI) prevailing wage requirements do not apply. The use of Federal funds administered by the State of Oregon does not alter this determination.
1. The selected Contractor is expected to perform all work associated with the Base Bid and any Additive Alternates that OMD elects to fund.
2. Work will be sequenced according to OMD direction and funding availability; the Contractor shall be prepared to execute each phase in the order approved.
3. Pricing for Additive Alternates shall remain valid and inclusive of all labor, equipment, materials, and associated restoration activities for the duration of the project.
D. Responses to Requests for Information. The following information is provided in response to a Request for Information (RFI) received regarding the scope during the site tour and specifications in the RFQ:
Question 1:
Several questions raised during the site tour pertained to implementation details (e.g., specific methods of tree removal, invasive species treatment, and sequencing of restoration activities).
Are bidders expected to provide technical solutions for field implementation during this RFQ?
Response 1:
No, these matters will be addressed during Task 1 (Implementation Plan Preparation) execution and in future contracting actions, if applicable. They are not part of the evaluation criteria for this RFQ.
Question 2:
Can the same Contractor perform Task 2 work if authorized this fiscal year?
Response 2:
Yes. If OMD authorizes Task 2 (Field Execution) or any Additive Alternates during FY26, the same Contractor awarded Task 1 will perform that work. Authorization is subject to funding availability and OMD discretion.
Question 3:
Is the contract award for multiple years?
Response 3:
No. This RFQ is limited to Task 1 (Implementation Plan Preparation). Task 2 and any Additive Alternates are optional, and execution is dependent on FY26 funding availability. No commitments are made beyond FY26. Offerors should not assume or rely upon a multi-year contract award under this RFQ.
Question 4:
Should bidders provide pricing for Task 2/Additive Alternates?
Addendum 2 RFQ W912JV25C3005 3
Response 4:
Yes. Offerors must provide pricing for Task 2/Additive Alternates. However:
• Pricing will be used for planning purposes only.
• Task 2/Additive Alternates pricing will not be evaluated for award under this RFQ.
• Task 2/Additive Alternates work will be authorized by OMD at its discretion.
• Pricing shall remain valid through September 30, 2026.
Question 5:
How should Additive Alternates be sequenced?
Response 5:
Work will be executed in the order approved by OMD and only if authorized. Offerors should assume that sequencing may be modified depending on funding and agency priorities.
Question 6:
Is prevailing wage required for this project, and how does federal funding affect it?
Response 6:
The Procurement is being conducted under ORS 279B as an Intermediate Procurement for forest restoration services. Because the scope of work is not classified as “public works” construction under ORS 279C, Oregon Bureau of Labor and Industries (BOLI) prevailing wage requirements do not apply. The use of Federal funds administered by the State of Oregon does not change this requirement.
Question 7:
For Task 1 – Implementation Plan Preparation, what form should the deliverable take (e.g., slide presentation)?
Response 7:
The deliverable should be a written report. The report should detail the Offeror’s plan for the prescribed Priority Areas, including how the work will be performed and the proposed schedule. Offerors are encouraged to review and assess the 2021 Forest Management Plan as a starting point. Expectations regarding the number of meetings and other plan objectives are set forth in the Scope of Work in the RFQ.
Question 8:
During the Pre-Bid tour, it was asked whether Offerors are required to submit only the Pricing Submittal Form, or if a full proposal is more appropriate.
Response 8:
Offerors are welcome to provide additional information about their company as part of their submittal.
However, only the Pricing Submittal Form and any issued Addenda that have been initialed and acknowledged will be evaluated and considered responsive.
Addendum 2 RFQ W912JV25C3005 4
3. This addendum must be acknowledged and submitted for this project. By acknowledging this addendum, the Offeror agrees they have read and understood the above mentioned changes and have incorporated those changes into their Offer.
