About this file

This document is an addendum to a Request for Quote (RFQ) #10204722 issued by the California Department of Water Resources for Satellite Communication Devices and Services. The RFQ seeks a contractor to provide satellite communication devices and services for the state agency. The anticipated budget for the 5-year contract term is $100,000. Respondents are not required to subcontract with California-certified small businesses, but those that do can receive an adjusted bid calculation. The total number of devices needed is unknown, but estimated quantities are provided in a cost worksheet for bid calculation purposes. The devices must provide satellite connectivity per unit and weather forecasting capabilities. Bids can be submitted via email by November 5, 2024.

The addendum addresses various questions from prospective bidders, including clarification that the agency is seeking satellite communicators rather than phones, and that invoicing will be paid monthly in arrears. The agency also confirms that the estimated quantities in the cost worksheet are for bid calculation only, and the actual order quantities will be determined through the work order process. Additionally, the agency is willing to accept annual invoicing scenarios for the services.

REQUEST FOR QUOTE (RFQ) #10204722

ADDENDUM # 2

NOTICE TO PROSPECTIVE OFFERORS

OCTOBER 29, 2024

To All Prospective Offerors.

The Department of Water Resources received the following question(s):

1. The RFQ makes no mention of usage. How do you plan to incorporate phone usage into your contract? Most of our government customers choose a postpaid plan, and we invoice both plan fees and usage each month. Each call type and SMS incurs a different per-minute charge (e.g., Iridium-to-Iridium, PSTN-to-Iridium, 2-stage dialing, Iridium to other satellite service, etc.). There is also a Universal Service Fee (USF) applied by the U.S.

federal government (FCC) to all telecommunications services. The FCC changes the USF percentage periodically. Most of our government customers choose a postpaid plan, and we invoice the USF as a pass-through on our monthly bills.

Answer: We are not looking to purchase a phone. We are looking for a satellite communicator such a Garmin InReach or similar product. Invoice will be paid no more often than monthly, in arrears in accordance with Exhibit B – Budget Detail & Payment Provision.

Please add any fees associated with the service into the monthly amount.

2. In the RFQ document on page #4, Section D-6 the anticipated budget is listed at $100,000.

Is this annual budget or for the full 5-year term? We consider our solution very cost effective but 5 years of service for 70-90 devices per year we would far exceed the $100,000 budget.

I don’t foresee any supplier being able to offer Unlimited Service for 5 years, for 70-90 devices per year, and meeting this budget limit.

Answer: The quantities from the cost worksheet are for bid calculation purposes only.

Based on our market research, the $100K budget will be adequate for this agreement.

3. I would like you to confirm our understanding of the tender requirements. As a global company headquartered in Denmark, are we ineligible to bid on this tender due to the requirement to collaborate with California-certified small businesses?

Answer: Any company who is authorized to do business in California can submit a bid.

Subcontracting is not required; however, a California certified small businesses and large businesses that use a non-small business preference can received an adjusted bid calculation during the bid evaluation.

4. Can someone confirm how many devices will be needed for this project?

Answer: The total number is unknown at this time; however, we have estimated the numbers for bid calculation purposes in the Cost Worksheet.

5. Do you need map sharing at the device level or can that come from monitoring software?

Answer: Monitoring software.

6. Do you need weather forecasting at the device level, or can that come from monitoring software?

Answer: Device level.

7. Can you use a solution that has cellular and satellite?

Answer: Satellite.

8. Does the satellite connectivity need to be per device, or can a gateway be used that multiple devices connect to?

Answer: Satellite connectivity need to be per device.

9. Will these devices be worn by personnel?

Answer: The size of the device should be portable and be able to be carried by a person hiking in the backcountry.

10. We can mail you the response and email it, but we are not able to send a USB thumb drive.

Answer: RFQ bids can be submitted via email to mark.mateo@water.ca.gov.

11. The Cost Worksheet states a different number of devices under Table A for each year, are you ordering additional units each year? Table B also has conflicting information for the number of devices on the plans. Clarification on this prior to our submission would be appreciated.

Answer: The quantity in the Cost Worksheet is for bid purposes only and actual quantity will be ordered through the work order process.

12. Additionally, we cannot invoice monthly in arrears for the inReach subscription. I want to make sure we can bid on this for annual invoicing scenarios for the services.

Answer: Invoices will be paid in accordance with the Statement of Work page 24, item VII.
