About this file
This is an Addendum document from the Michigan State Police (MSP) in response to bidder questions regarding RFP #220000002678 for Retirement Badges. The primary question addresses whether Smith & Warren, which acquired the Weyhing Brothers product line including original MSP badge molds and dies in 2014, may submit an alternate badge product to compete alongside the preferred manufacturer, Blackinton. The MSP clarified that while Blackinton remains the preferred manufacturer, alternate products may be submitted if accompanied by sample badges identical to those proposed for contract fulfillment. The bid deadline was extended to 9:00 a.m. Eastern on July 27, 2022, to accommodate sample submission via US Mail to Paula Hurst Thomas at MSP-Purchasing, 7150 Harris Drive, Dimondale, Michigan 48821. Sample badges must be received prior to the 9:00 a.m. Eastern deadline on July 27, 2022, with the RFP number clearly marked on the exterior of the sample package. Samples will not be returned to bidders, and failure to submit samples by the deadline will result in disqualification.
The addendum does not address pricing terms, set-asides, funding sources, or contract duration. The document establishes strict procedural requirements for alternate product consideration and emphasizes compliance with submission deadlines and sample specifications as conditions for bid eligibility.

RFP #220000002678
Bidder Questions and Answers
ADDENDUM #2
Question #1:
Is there a possibility to consider Smith & Warren as an alternate badge to bid? We represent Smith & Warren and they purchased the Weyhing Brothers product line, including all dies & tooling in 2014. This included original MSP badge molds. They currently manufacture MSP badges through the Distribution Center and are approved as a manufacturer of MSP badges. They have the dies and tools required to manufacture the retired badges. Can we bid their product since it meets MSP specifications?
Answer #1:
While Blackinton is the preferred manufacturer of MSP retirement badges, if a bidder wishes to submit an alternate product, they must also submit samples. Sample badges must be identical to the badges the bidder proposes to furnish on Contract orders. Samples will not be returned.
To allow time for samples to be sent via US mail and received prior to the bid due date and time, the bid deadline has been extended to 9:00 a.m. Eastern on July 27, 2022.
Bids must be submitted electronically in SIGMA.
Samples must be sent via US Mail to:
