About this file
This is an Addendum 1 document containing answers to bidder questions for Michigan State Police RFP #220000002678 regarding the procurement of retirement badges. The solicitation specifies that bids must be brand and model specific, with no alternate bids accepted. The required badge is the Blackinton model, which has undergone wear testing and received approval from Michigan State Police for use.
A bidder inquired whether Smith & Warren badges could be submitted as an alternate bid, noting that Smith & Warren acquired the Weyhing Brothers product line in 2014, including original MSP badge molds and dies, and currently manufactures MSP badges through the Distribution Center as an approved manufacturer. The contracting agency rejected this request, clarifying that only the specified Blackinton badge meets the requirements of this procurement and that no alternative manufacturers or models will be considered regardless of their qualifications or historical connection to MSP badge production.

Retirement Badges Michigan State Police
RFP #220000002678
Bidder Questions and Answers
ADDENDUM #1
Question #1:
Is there a possibility to consider Smith & Warren as an alternate badge to bid? We represent Smith & Warren and they purchased the Weyhing Brothers product line, including all dies & tooling in 2014. This included original MSP badge molds. They currently manufacture MSP badges through the Distribution Center and are approved as a manufacturer of MSP badges. They have the dies and tools required to manufacture the retired badges. Can we bid their product since it meets MSP specifications?
Answer #1:
This bid is brand/model specific. Alternate bids will not be accepted. The Blackinton badge required in the RFP has been wear tested and approved for use by MSP.
