About this file

This is Addendum No. 2 to an Invitation to Bid (ITB 27-ITB-002-LJ) issued by the Florida Department of Commerce for janitorial services at its Fort Lauderdale complex located at 2550 W. Oakland Park Blvd. The addendum provides clarifications and responses to 79 bidder questions regarding the solicitation. The scope of work encompasses approximately 53,276 square feet across four buildings (Building 2530: 12,529 sq ft; Building 2550: 8,000 sq ft; Building 2600: 1,216 sq ft; Building 2660: 20,383 sq ft), with 75 percent carpet and 25 percent hard surface flooring. Services required include day porter coverage from 8:00 a.m. to 5:00 p.m. Monday through Friday with a minimum of two full-time day porters, nightly cleaning services between 5:00 p.m. and 10:30 p.m., and periodic floor maintenance including biannual stripping and waxing of VCT floors with monthly buffing, biannual steam extraction of carpet, and biannual steam cleaning and grout sealing of ceramic tile. The mandatory pre-bid conference and site visit was held June 30, 2026, with the original bid submission deadline of August 14, 2026 at 3:00 p.m. EST. The contract term is 36 months, running from September 1, 2026 through August 31, 2029, with the contractor required to assume responsibilities within 30 days of contract execution. The Department anticipates posting a notice of intended award on August 24, 2026, with renewal options available for up to three additional years at the same terms and conditions.

The contract is awarded on a fixed-price basis to the lowest responsive and responsible bidder, with pricing evaluated on the total cost for original and renewal years combined as reflected on Attachment B. The contractor must furnish all equipment, supplies, and consumables, including estimated monthly consumption of 25 cases each of large roll paper towels and toilet tissue, 24 cases of small trash liners, and 3 cases of large trash liners, with additional supplies beyond estimated historical usage not billable as expenses. The Department will provide secured onsite storage, water, electricity, trash and recycling dumpster service, and parking at no cost. Subcontracting is strictly prohibited; all services must be performed directly by the contractor and its bona fide employees. The contractor must maintain a Regional Manager within a 50-mile radius available within 90 minutes, carry fidelity bonded personnel, and comply with Level 2 background screening requirements for all personnel entering the buildings. Performance failures result in deductions of $600 per business day from monthly invoices until deficiencies are corrected. The Department did not disclose the current annual contract value, incumbent contractor name, or current staffing levels in detail, though it confirmed there are currently two full-time day porters and four night porters utilized. All public records requests regarding the previous contract should be submitted through FloridaJobs@request.justfoia.com or via the Florida Accountability Contract Tracking System (FACTS).
