About this file

This document is an Addendum to Request for Proposals (RFP) 5826 issued by the Oregon Health Authority (OHA) for Learning Collaborative Facilitation Services. The purpose of the Learning Collaborative is to identify current gaps, develop goals for improvement, and test associated processes and related measures of progress to create a roadmap for future large-scale improvement across the delivery system. The contract period is 18 months and includes curriculum development and 18 monthly learning collaborative sessions. The contractor can join the Participant Selection Committee meetings virtually and will have access to OHA's interpreter and translation services. Learning collaborative participants can be individuals providing culturally and linguistically specific services, as well as advocates, community partners, and users of said services.

The RFP stipulates a maximum non-to-exceed compensation of $150,000, which includes travel and all other contract fees. Participants will receive a stipend to implement test tools developed by the learning collaborative. The process for selecting participants involves a comprehensive application review by a diverse committee of 21 people, and OHA has not pre-identified participants yet. The contractor can provide curriculum starting in the 4th session, and sessions can occur more than once per month within the 18-month contract period.

See below responses to questions received related to this RFP.

a. Section 1.1 Introductions - Please confirm if the stated maximum non-to-exceed compensation listed ($150,000) includes travel costs.

Yes, that amount includes travel and all other contract fees.

b. Section 2.4 - Is it accurate to say that this Learning Collaborative is intended to identify current gaps, develop goals for improvement and test associated processes and related measures of progress to create a road map for future large scale improvement across the delivery system? As in, the engagement is intended to create a vetted and community informed road map for improvement as opposed to actually achieving the widespread improvement?

The Learning Collaborative is designed with the purpose of identifying current gaps, developing test tools and change ideas to address those gaps. One of the desired outcomes is for the learning collaborative to develop recommendations for improvement goals and new strategies, and testing associated processes to create a roadmap for future large-scale improvement across the delivery system. During this process, tools and change ideas developed by the Learning Collaborative will be implemented in smaller scales and evaluated by the learning collaborative. The engagement, certainly, aims to create a vetted and community-informed roadmap for improvement.

c. Section 2.4.1c - Can the contractor join the “Participant Selection Committee Meetings” virtually or are they expected to attend in person? And is this meeting separate from the 2-4 in -person planning meeting with OHA staff?

The contractor can join the Participant Selection Committee Meetings virtually, and this meeting is separate from the 2-4 in-person planning meetings with OHA staff.

d. Would Learning Collaborative participants be individuals or teams of multiple individuals?

Learning Collaborative participants are individuals.

e. What are the criteria for selecting Participants? Do participants need to be

Addendum #2 re: RFP 5826 - LEARNING COLLABORATIVE FACTILITATION SERVICES OregonBuys Bid # S-44300-00009162 currently providing culturally and linguistically responsive services or could they be advocates/community partners/users of said services?

The criteria for selecting participants include the provision of culturally and linguistically specific services. Advocates, community partners, and users of services are eligible to participate. However, to receive the stipend, participants must be actively providing services in order to implement the test tools.

f. What is the process for selecting Participants?

The process for selecting Participants involves a comprehensive application review by a diverse committee of 21 people. The contractor can join the committee meeting virtually.

g. Will people with direct lived/living experience as users of services be eligible to participate in the Learning Collaborative? If not, what are other avenues for ensuring the perspective of people with lived experience in the process?

People with direct lived/living experience as users of services are eligible to participate.

h. Has OHA yet begun the process of pre-identifying Participants? If so would OHA share any materials that have been or will be drafted to recruit Participants?

OHA has not pre-identified Participants yet, and recruitment materials are currently being finalized.

i. Would the contractor have access to OHA’s interpreter and translation services and services to support ADA accommodations, or should costs of these accommodations be factored into the proposal?

The contractor will have access to OHA's interpreter and translation services. ADA accommodation costs associated with virtual attendance of the participants should be factored into the proposal.

j. The RFP stipulates an 18 month contract period, which is to include curriculum development and learning collaborative meetings. The RFP also stipulates 18 learning collaborative sessions, with one session occurring per month. Please clarify the timeline expectations (ie: Are learning collaborative sessions expected to begin during the curriculum development phase or following? If following, can sessions occur more than once per month or will the contract period be extended to allow for 18 monthly meetings to take place?)

The timeline expectation is that learning collaborative sessions will begin during the curriculum development phase. Curriculum needs to be implemented starting the 4th session. Sessions can occur more than once per month within the 18-month contract period.
