About this file
This is Addendum No. 2 to a Request for Proposal (RFP) issued by the Department of Aging and Human Services in San Bernardino County, California for the Older Californians Nutrition Program under the Older Americans Act Title III C. The addendum provides clarifications and answers to bidder questions submitted by the January 14, 2026 deadline. Key clarifications include confirmation that the RFP number is HS 25-07 (ePro Bid # DAAS126-OAAGI-6009), extension of the Letter of Intent deadline to Wednesday, January 21, 2026 at 4 PM local time, and notification that a separate RFP 25-15 for IIIB Senior Supportive Services is concurrently available. The County requires in-home assessments to be completed by the contractor, and abuse/molestation insurance coverage is mandatory regardless of scope and client contact.
Regarding meal delivery specifications, the Department of Aging prefers a maximum of 5-7 meals per eligible participant per delivery cycle, though bidders may propose 10-14 meals with consideration for storage and safety constraints. Current average unit rates for home-delivered meals (inclusive of delivery) range from $8 to $10 per meal, with no established target range or not-to-exceed threshold mandated by the County. The program requires an 11.11% match that may be generated through donations, cash contributions, and volunteer time recognized as in-kind. Bidders must submit one hard copy alongside an electronic submission into ePro, with Word versions of the RFP available upon request to HSASDContractsUnit@hss.sbcounty.gov.

REQUEST FOR PROPOSAL FOR
Older Californians Nutrition Program
RFP HS 25-07
ePro Bid # DAAS126-OAAGI-6009
ADDENDUM NO. 2
Answers to questions submitted by the January 14, 2026 deadline:
1. Question: Could we please have the word version for RFP HS 25-07?
Answer: Per Section I, Paragraph H, a Word version of the RFP can be requested at any time by submitting an email to HSASDContractsUnit@hss.sbcounty.gov and referencing the RFP number and the Request for Word Version in the Subject Line.
2. Question: Does Attachment K have a second page?
Answer: Yes, a revised Attachment K was issued under Addendum No. 1.
3. Question: In the first paragraph (of Attachment K), second line - it states "Request for Proposal
(RFP) No. For, and that". Is there supposed to be the RFP number inserted here?
Answer: Yes, a revised Attachment K was issued under Addendum No. 1. The associated RFP number is RFP HS 25-07.
4. Question: Is the timeline correct? It states Tuesday, January 14, 2026 for the Letter of Intent. Is it supposed to be Wednesday?
Answer: The timeline has been corrected and deadline for the Letter of Intent has been extended to Wednesday, January 21, 2026 4 PM (local time) in Addendum No. 1.
5. Question: Is there an RFP coming out in 2026 for IIIB?
Answer: Yes, RFP 25-15 for IIIB Senior Supportive Services is now live at ePro Bid #
DAAS126-OAAGI-6099. Log in to ePro and search for that number to submit a bid.
6. Question: Is Abuse/Molestation insurance coverage required for all contractors regardless of scope and client contact?
Answer: Risk Management has reviewed the scope of work and determined abuse/molestation insurance is required for this contract.
7. Question: Can you confirm whether a meal delivery of 10-14 meals every two weeks is acceptable?
mailto:HSASDContractsUnit@hss.sbcounty.gov
Answer: The Department of Aging prefers 5-7 meals (or one week of meals) be the maximum number of meals sent per eligible participant. Eligible participants also include the spouse of the eligible individuals. If the spouse chooses to receive meals as well, this could result in up to 14 meals being delivered to a single address (one meal per participant and one for the spouse for
5–7 days). We are mindful that participants may have limited freezer storage capacity, and we cannot guarantee adequate space for this volume of meals. Additionally, if the participant or spouse is responsible for carrying the meals inside during delivery, we are concerned that the package may be too heavy for them to manage safely. However, you are welcome to bid as you so please. If you prefer to bid at 10-14 meals per delivery, then you are welcome to bid as such.
8. Question: Are the in-home assessments required to be completed by the contractor, or would the County consider taking this on?
Answer: The Contractor will be responsible for this task.
9. Question: For planning purposes, can the County share the current unit rates paid for home delivered meals (inclusive of delivery)?
Answer: The current average unit rates are approximately $8 - $10 a meal for Home Delivered meals.
10. Question: Does the County have an anticipated target range or not-to-exceed threshold for unit rates by meal type?
Answer: The Department of Aging does not currently have a set target range or a not-to-exceed threshold for unit rates by meal type.
11. Question: Is there a required minimum match percentage and will both cash and in-kind match be accepted for all program components?
Answer: Match on the nutrition program is 11.11%, and can be generated through donations, cash contributions and volunteers whose time is recognized as in-kind.
12. Question: How many copies of this bid must be submitted? In the past it was an original copy and five extra copies.
Answer: One hard copy alongside the electronic submission into ePro will be sufficient.
