About this file

This document is an addendum to an Invitation for Bid (IFB) issued by the California Department of Rehabilitation (DOR) for PDF Document Accessibility Services, IFB #C24-32729. The addendum revises the Bidders Minimum Qualifications, requiring contractors to submit an accessible work sample in Vietnamese along with an Accessibility Conformance Report (ACR). The addendum also provides answers to questions from potential bidders, including clarification that there is no incumbent contractor, employees or subcontractors providing translation services must be individually certified, the source documents will primarily be in Microsoft Office formats, and the average word count per document will vary. DOR is not requiring a specific format for the ACR.

Regarding pricing and other terms, the addendum specifies that DOR does not have a current contract for this service, and is not setting aside the opportunity for any specific business type. The addendum does not provide details on funding requirements, sources, or contract duration, but interested parties should refer to the original IFB for that information.

ADDENDUM 2 Q&A

IFB #C24-32729

PDF Document Accessibility Service

This addendum is to revise a portion of the Bidders Minimum Qualifications (changes bolded and in red) and to answer questions from potential bidders:

“…Attachment 7 – Contractor’s Accessible Work Sample (DR222 Vocational Rehabilitation (VR) Services Application) Contractor must submit Attachment 7 – Contractor’s Accessible Work Sample Contractors must submit Attachment 7 as a sample of accessible work with an Accessibility Conformance Report (ACR). Attachment 7 sample must be done in Vietnamese…”

Questions and Answers

1. Is there an incumbent for the service requested? If yes, may we ask who is the incumbent?

· DOR does not have a current contract for this service.

2. One of the minimum requirements for bidder is about certification: Contractors must provide language translation certification from a third party for all employees or sub-contractors who will be providing services under the agreement. The certification process shall include an evaluation of translation skills. As a corporate member of American Translators Association, will it be able to suffice the certification requirement? We do have an insurance policy for professional services and have no problem to issue to provide a “certificate of accuracy” since we adhere to the guidelines under ISO 17100:2015 for translation services (we have held the certificate since 2022), will this process be adequate to meet the certification requirement?

· No, corporate membership in the named association does not qualify. Everyone providing translation services under this contract must be able to provide certification that includes evaluation of translation skills.

3. What is the file format for the source document?

· Anything in the Office suite, but primarily Word.

4. What will be the average word count for each of the document that requires translation?

· Each document will vary in the word count.

5. Are the source files in compliance with the Web Content Accessibility Guidelines (WCAG) 2.1?

· Most will not be in compliance.

6. For clarification, is DOR looking for Attachment 7 to be translated as a sample of our work? If so, should it be translated into all the languages in the bid or just one?

· Yes a sample of Attachment 7 is required. Please provide a sample in Vietnamese.

7. Lastly, is there a specific format that you'd like us to follow for the ACR? If so, could you please let us know where we could find it?

· DOR is not requiring a specific format for the ACR. Each contractor may use their own current ACR as a sample when submitting their bid.
