About this file

Addendum #2 for Request for Proposal (RFP) No. P24006 is issued by HomeFront, a Montana-based organization seeking a consultant to develop their next strategic plan. The agency aims to begin the strategic planning process immediately after contract award, with the current strategic plan expiring at the end of 2025. The consultant will be responsible for creating a comprehensive strategic plan, including educating and engaging community stakeholders through a community meeting, determining relationships with other relevant documents, and designing a performance metrics reporting dashboard using an Excel spreadsheet.

The addendum provides clarification on several key aspects of the project, including licensing requirements (no specific Montana consultant license is needed, but registration with the Secretary of State is recommended) and expectations for document incorporation. The strategic planning process will involve analyzing various reports, housing reports, statistics, and other relevant materials to inform the new strategic plan. No software development is expected, and the agency is seeking a flexible approach to strategic planning that incorporates community input and performance tracking.
