This document is Addendum 2 to Invitation to Bid (ITB) 23-180-G issued by the Eugene Water & Electric Board (EWEB) for Tubular Steel Pole Structures. The addendum modifies the original bidding documents, revising the bid form to update the specifications for the optional 95 ft. H-Frame structures and confirming that 50 ft. poles will be provided by Bonneville Power Administration (BPA). The addendum also addresses bidder questions related to the ground pad orientation, flanged joints, and material specifications. The bid remains due on the original closing date.
The revised bid form includes pricing for 85 ft., 105 ft., 115 ft., 120 ft., and 130 ft. tubular steel structures, as well as the optional 95 ft. H-Frame structures. Bidders are required to provide unit pricing including structure base diameter, final weight, and cost per pound. The bid form also includes sections for proposed delivery method, acknowledgment of addenda, MWESB status, independent contractor status, and bidder residency. Bidders must submit the completed bid form along with other required documents in response to this ITB.

Addendum 2, ITB 23-180-G Tubular Steel Pole Structures
September 20, 2023
ADDENDUM #2
Tubular Steel Pole Structures
ITB 23-180-G
This addendum modifies the bidding document(s) for work only to the extent indicated herein. All other areas not specifically mentioned or affected by this addendum shall remain in full force. This addendum shall be added as a part of the original bidding document and shall become part of the work required.
1. CHANGES TO BID DOCUMENT. The attached revised Bid Form, replaces the bid form originally posted in ITB 23- 180-G. The BID PRICE section has been updated under item #6, specifying this item is optional to bid and only estimates the need for two (2) – 95 ft. H-Frames. No 50 ft. poles are need as those are provided by BPA.
2. FILE ACCESS. The .bak files noted in the solicitation have been reformatted and can now be accessed at:
https://files.eweb.org/link/T2QYtIe9ImjecYAy2DytdF
3. BIDDER QUESTIONS. See questions and answers below.
a. Normally a ground pad is welded parallel or tangent to the surface of the pole shaft, the detail below shows the tab perpendicular to the surface. We just want to verify this is what is needed for these ground tab? The pad should be perpendicular to the surface.
b. Drawing T1-04; this is a single pole structure but GENERAL NOTES: 4 calls for flanged joints. Is this correct?
Correct, we want flanged joints.
c. Specification PART 2 – PRODUCTS; 2.1 MATERIALS call out ASTM A572 Grade 65 plates. Will ASTM A572 Grade 50 plate be allowed for flanges and thru-vangs? Also, please confirm that the Charpy V-Notch test temperature is -20 ° F., not C. The material change is acceptable. The F vs C was a typo.
CLOSING DATE AND TIME
Remains unchanged.
This addendum constitutes a MATERIAL CHANGE to the bid. ITS RECEIPT BY THE BIDDER IS TO BE ACKNOWLEDGED BY A SIGNATURE AND RETURNING A COPY OF THE ADDENDUM WITH ITS RESPONSE OR BY CIRCLING THE ADDENDUM
NUMBER IN THE APPROPRIATE AREA ON THE BID FORM.
