About this file

This document is an Addendum to the Invitation to Bid (ITB) for the Modular Float System Procurement issued by the Multnomah County Drainage District in Oregon. The addendum provides responses to various questions from prospective bidders regarding the technical specifications, including preferences for deck plate material, manhole cover size, and pull testing requirements. The District clarifies that zinc anodes are not desired, and it prefers a steel plate deck with a non-skid coating that can be easily repaired. The addendum also reduces the pull testing requirement from 100% to a minimum of 10% for each component type. Additionally, the District confirms that it will unload the barges upon delivery and that bidders need to demonstrate production of at least 25 identical or similar floats. The bid opening will be conducted virtually via Microsoft Teams.

The contract is for the procurement of a modular float system to support the District's canal maintenance operations in the Portland, Oregon area, which includes Multnomah County and the City of Portland. The system is intended to be capable of various configurations and shapes. The bid closing date remains unchanged.

ADDENDUM NO. 2 September 9, 2022

ITB # S-C26014-00004146

Invitation to Bid for Modular Float System Procurement

This addendum modifies the solicitation document(s) only to the extent indicated herein. All other areas not specifically mentioned or affected by this addendum shall remain in full force. This addendum shall be added as a part of the original solicitation document and shall become part of the work required.

Description of Change(s) and Clarifications:

1. Question #1: Do you want Zinc anodes to help combat the seawater?

District Response: The District does not desire zinc anodes.

2. Question #2: Do you have a preference on the barge top? Is diamond plate acceptable as a non-skid?

District Response: The District prefers Steel plate (ASTM A-36) with nonskid coating.

Revise Exhibit D Technical Specification, the last paragraph of section 2.2.2 Shell Plating Requirements:

From:

“Additionally, the deck plate must contain a non-skid type surface that can either be welded directly to or be easily removed in small sections to allow welding to the steel plate beneath.”

To:

“Additionally, the deck plate must contain a non-skid coating which can easily be removed and repaired in small sections (grinding or sanding) to allow welding to the steel deck plate.”

3. Question #3: Do you have a specific hatch size or just the oval shape of the Freeman Marine type 303 steel manhole?

District Response: The Freeman Marine type 303 bolted manhole covers nominally fit a 15”x23” oval opening.

4. Question #4: PULL TEST – Do you really require pull testing be done on all the barges? That would be 40 pull tests per barge for a total of 240. This is a very expensive requirement and will certainly push your estimated budget amount well over $200,000 per yesterday’s amendment.

District Response: The District agrees, 100% pull test is excessive.

Revise Exhibit D Technical Specification, the last paragraph of section 2.5 Factory Testing:

From:

“The CONTRACTOR shall “pull test” each module connection point, each deck accessory hole (see paragraph 2.2.6), and each designated strong point (e.g. padeyes, lashing points, etc.) to at least one and a half (1.5) times the rated load. The CONTRACTOR shall install placards adjacent to the connection points and strong points indicating the rated load, the date tested, and the test load applied.”

To:

“The CONTRACTOR shall “pull test” the following component types: module connection points, deck accessory holes (see paragraph 2.2.6), and designated strong points (e.g. padeyes, lashing points, etc.) to at least one and a half (1.5) times the rated load. The “pull test” shall include no less than 10% (minimum of 1) for each type of module connection points, deck accessory holes, and designated strong points on each barge. The CONTRACTOR shall visually inspect the tested areas for cracking, deformations, or other signs of failure. If there is a failure the CONTRACTOR must test an additional 10% of the failed component type. If there is a failure in the additional 10% the CONTACTOR must test 100% of the remaining failed component type for that barge The CONTRACTOR shall install placards adjacent to the deck accessory holes and strong points indicating the rated load, the date tested, and the test load applied.”

5. Question #5: Does the contractor need to supply a crane to unload the barges once they reach your facility, or are you providing this service?

District Response: The District will unload barges at our facility.

6. Question #6: What type of documentation are you wanting us to show for the sentence in 2.2.1 “at least 25 identical floats have been produced by the manufacturer in the past”?

District Response: The District will accept a positive response from the prospective CONTRACTOR that they have produced 25 identical or nearly identical barge floats. Back-up documentation is left up to the prospective CONTRACTOR, but may include items such as unit models per year, past purchase order for 25 units or more, or other means to convey the prospective CONTRACTOR has experience with volume production runs of similar units.

7. Question #7: What is the heaviest piece of equipment that will be placed on these 6 barges and what type of application will they be used in?

District Response: The District typically uses a John Deere 85 excavator for maintenance in small channels along the middle Columbia slough. Please refer to Exhibit D Technical Specifications, Section 2 for additional details.

8. Question #8: How do we participate in the video Bid Opening?

District Response: Interested parties can participate in the Bid Opening via Microsoft Teams. Email Jim Kanoff, Procurement and Contract Specialist at jkanoff@mcdd.org Use the link shown below to access through Teams, or a browser.
