About this file
This document is an Addendum No. 2 to a Request for Proposal (RFP) issued by the Minnesota Department of Natural Resources (DNR) Division of Fish and Wildlife for the Florida Creek Stream Restoration event. The addendum provides responses to vendor questions regarding the scope of work, including construction limits, project background, survey requirements, wetland delineation, stream mitigation, and road crossing modifications. The event due date remains unchanged from the original RFP. The project seeks to restore the protected channel path of Florida Creek within the project area, with the goal of improving stream habitat quantity and quality.
The addendum clarifies that the DNR has not determined if wetland mitigation credits or stream mitigation banking will be required for this project. It also confirms that a pre-construction drone flight is not needed, but a post-construction flight to document as-built conditions is included in the scope. Vendors are instructed to acknowledge this addendum by submitting the form with their proposal.

SCOPE OF ADDENDUM
Questions and Answers:
Note: Any questions and/or answers from Addendum 1 that referenced a link will be sent by email. Please contact Monica Hanson, monica.hanson@state.mn.us for these files.
Question 1. For the wetland delineation portion – what is the expected construction limits per the addendum? Construction limits can vary and its tough to price this if its unknown. Would it be 20’ from edge of bank? ¼ mile? Whole parcel?
Answer 1. It is difficult to define construction limits without a design. Ideally the construction limits will be limited to the historic and active channels, any needed road crossing improvements, and reasonable buffers to accommodate construction access and construction activities.
Question 2. Is there any project history or background you can share? Especially curious about project drivers. Is there a draft EAW?
Answer 2. The primary DNR driver is a desire to restore most of the protected channel path of Florida Creek within the project area. The restoration is expected to result in a substantial improvement in quantity and quality of stream habitat. The draft EAW is not complete.
Question 3. Topo survey – does the topo survey need to be by an RLS or can it be completed with Trimble R12 gear by the same team doing geomorphic assessment?
Answer 3. DNR does not require that a registered land surveyor complete the topo survey.
Question 4. Any estimates on how much additional topo survey and geomorphic assessment work is needed?
Answer 4. DNR has not estimated the additional topo survey or geomorphic assessment needed.
Question 5. Do you anticipate needing wetland mitigation credits?
Answer 5. DNR has not determined if wetland mitigation credits will be needed.
Question 6. Will the DNR require wetland delineation of the whole floodway basin or just areas projected for fill?
Answer 6. The wetland delineation extents should be determined by the Consultant at necessary for permitting.
Question 7. Can you confirm that this site will not be used for stream mitigation credits or stream mitigation banking?
Answer 7. It has not been determined if this project will be used for stream mitigation credits or stream mitigation banking. Work specifically related to stream mitigation credits or stream mitigation banking should not be considered in the scope of this RFP.
Question 8. Are the road crossing modifications anticipated to be full culvert replacement or modifications on the inlet/outlet and/or additional floodplain culverts?
Answer 8. It is anticipated that road crossing modifications may include culvert removals, replacements, and/or addition of floodplain culverts.
Question 9. Should the one drone flight at the end of construction to document as-built conditions include LiDAR or just aerial? – The RFP includes an as-constructed flight and survey.
Answer 9. It is not required that the post construction drone flight include LiDAR.
Question 10. Is it correct that a pre-construction flight is not included in the scope?
Answer 10. A pre-construction flight is not required.
