About this file

This is Addendum 2 providing answers to questions received through February 5, 2025, regarding a Food Service RFP for Phoenix-Talent Schools in Phoenix, Oregon for the 2025-2026 school year. The document addresses questions about the district's food service operations, including off-campus eating policies, serving equipment usage, delivery vehicles, and menu requirements. The RFP requires bidders to use a standard 21-day menu cycle in accordance with NSLP, SFSP, and CACFP program specifications, with any changes after the initial period requiring district approval.

Key financial parameters include indirect expenses not to exceed $130,000, which covers all SFA expenses including employee wages, benefits, and direct costs. The USDA Commodity allotment is set at $100,000 for proforma development. The district currently serves approximately 2,220 students, with enrollment projections remaining flat through 2029. Most equipment and 25% of smallwares are district-owned, while salad bars at elementary schools and 75% of smallwares belong to the current Food Service Management Company (FSMC). The current FSMC staff are not unionized, and there are no student workers or MOUs with outside entities for meal provision this school year.
