About this file

This document is an Addendum to a Request for Proposals (RFP) issued by the Florida Department of Financial Services (Department), Division of Consumer Services, for Call Center Staff Augmentation services. The RFP seeks responses from qualified vendors to provide call center services to augment the Department's capacity during catastrophic events such as hurricanes and tropical storms. The successful vendor will be required to activate the call center within 48 hours of notification and handle calls 7 days a week from 8:00am to 8:00pm Eastern Time. The RFP includes details on the scope of work, deliverables, reporting requirements, and contractor responsibilities. The Department intends to award one contract resulting from this RFP, with the possibility of multiple regional contracts. The contract term is 1 year, with up to 3 one-year renewal options.

This Addendum provides responses to questions submitted by potential respondents and outlines modifications to the RFP. Key details include that there was no previous solicitation or incumbent vendor, and the Department does not have a minimum call volume requirement. The Contractor will determine the necessary staffing levels and equipment, but must be compatible with the Department's telephony system. The Department anticipates an average of 6,000 calls per month with an average call time of 10 minutes, and expects call handling time to be less than 9 minutes, hold time less than 2 minutes, and abandonment rate less than 8 percent.

SECTION 1. INTRODUCTION

1.1 Purpose

The Department of Financial Services (Department), through its Division of Consumer Services (Division), issues this Request for Proposals (RFP) to obtain Responses from Contractors who are able and willing to provide the services in accordance with Attachment 2 - Statement of Work (SOW). The solicitation will be administered through the Vendor Information Portal (VIP), the State internet-based vendor information system at https://vendor.myfloridamarketplace.com/. The submitted Response must comply with the terms and conditions stated in this RFP.

The Division is seeking responses from firms capable of providing Call Center Services for Catastrophic Response (CAT) as needed upon forty-eight (48) hours notice. This time frame is vital for the Division to respond to catastrophic events such as hurricanes and tropical storms (CATs).

The Contractor shall handle CAT Response calls seven (7) days a week from 8:00am – 8:00 pm (ET).

The Contractor is required to begin taking calls within 48 hours of notice and have trained staff activated to handle calls over a limited number of days or months.

The Department intends to enter into a Contract using Appendix A, Standard Contract, which is hereby incorporated by reference. The Department intends to award the Contract as provided in Section 5, Award, of this solicitation document.

1.2 Background

The Division is responsible for providing a wide variety of information and resources to educate consumers regarding numerous insurance and financial topics. The Division operates a Consumer Assistance Help Line to assist Florida consumers with insurance issues, researches the laws and regulations concerning insurance products and services in Florida and contacts regulated entities to seek resolution on behalf of the consumers.

The Division also assists Florida’s consumers through face-to-face interactions, whether at a disaster assistance site in the aftermath of a natural disaster or during an outreach effort in the local community.

Severe weather can lead to a very large increase in call volume. In the wake of Hurricane Ian, the Consumer Assistance Help Line was inundated by calls from affected citizens. The Division was minimally staffed at the time and its service to consumers suffered from delays, insufficient call center hours, and a lack of capacity to meet the demand. To ensure efficient operations if such conditions again affect Division operations, the Division is seeking to augment its customer service capabilities during catastrophic conditions.

The Division seeks Responses for the provision of live call-taking and call management services during times of peak demand when Division staff needs assistance to handle a large number of calls.

1.3 Term

The term of the Contract will be 1 year, beginning on the Effective Date. The Effective Date is the date in which the last party signs the Contract Signature Page. The Contract may be renewed, in whole or in part, for up to three (3) years in accordance with section 287.057(14), F.S. Renewal(s) will be made at the renewal pricing specified in the Contract.
