About this file

This document is an Addendum to the invitation for bids (IFB) issued by the Florida Fish and Wildlife Conservation Commission (FWC) for the Marine Fisheries Enhancement Center Build Out and Expansion project. The project involves the build-out of an existing 14,000 SF office and hatchery facility, as well as the construction of a new 5,640 SF prefabricated metal building, along with all associated piping, equipment, and site work. Bids for this project are due by 3:00 PM ET on Tuesday, December 12, 2023. The addendum provides additional information in response to a question regarding the building management system (BMS) and its integration with the aquacultural controls system. Specifically, the BMS will not be integrated with the aquacultural controls system, and the operation of the chillers and boilers will be impacted by the position of the aquacultural system heat exchanger control valves, but the BMS system will not monitor or control the aquacultural systems.

The project is located in Leon County and Tampa City, Florida. Bidders must be registered in the MyFloridaMarketPlace (MFMP) system and with SunBiz prior to the bid opening. Interested parties can obtain an electronic copy of the construction plans and other associated documents by emailing a completed Confidentiality Exemption Form to the FWC Procurement Manager.

QUESTION #1

Question 33 from Addendum 1.

According to “Specific Note” number 17 shown on sheet M202 of the Build-out Enhancement Center drawings, we are to adjust the sequence of operation to the existing HVU-1. The Buildout Enhancement Specifications does not indicate a specified vendor. Was a BMS System installed previously? Please advise.

ANSWER #1

Original Response: HVU-1 is a Greenheck gas-fired make-up air unit model IGX-118-H32-M. This unit operates under it’s own packaged controls and is not controlled by a BMS. A BMS system has not been previously installed. Detailed information on this requirement is provided on sheet M704.

Additional Response:

The BMS system is not integrated with the Aquacultural Controls System. The Aquacultural Controls System will control all control valves associated with the AQ system heat exchangers and all control wiring etc. for these valves will be by the Aquacultural Controls System. The mechanical contractor is responsible for installing all of the valves and components for the AQ heat exchangers as shown on detail 1 on drawing M501. The control valve will be provided by FWC but will be installed by the mechanical contractor. The BMS system is typical for any building that has chillers and boilers. The AQ systems are not monitored or controlled in any manner by the BMS System. The operation of the chillers and boilers will be impacted by the position of the AQ system HX control valves, but the response of the chilled water and hot water systems will be the similar to the modulation of the FCU control valves change. As the AQ system control valves open and close the BMS system will modulate the chilled water and hot water system by-pass valves to maintain a constant flow thru the chiller and boiler. This is indicated in the sequence of operations provided on drawings M-702 and M-703. As indicated on drawing M-704, the split-system heat pumps serving the office spaces and HVU-1 have no interface with the BMS system. For the expansion portion of the project, the FCU’s will be controlled by the DDC system the same way as the FCU’s serving the full-build out portion of the project. The 100% outside air unit (AHU-3), is operated under its own packaged controls and is just monitored by the BMS system. This information is provided on drawing M-701 for the Hatchery Expansion project. The AQ Controls System portion of this project is a sperate component of this project that is handled by FWC. Please do not let this create any confusion with bidding the BMS portion of this project that is shown on the M-700 series of drawings.
