About this file
This document is an addendum for the Florida Fish and Wildlife Conservation Commission's (FWC) Solicitation No. FWC 23/24-12C, "MARINE FISHERIES ENHANCEMENT BUILD OUT AND EXPANSION". The addendum provides answers to written questions from bidders, as well as drawing updates for the project. The project consists of the build-out of an existing 14,000 SF office and hatchery, and the construction of a new 5,640 SF prefabricated metal building, along with associated piping, equipment, and site work. Bids are due by 3:00 PM ET on Tuesday, December 12, 2023. A mandatory pre-bid conference was held on October 19, 2023. The project has a 425-calendar-day duration to substantial completion.
The addendum clarifies various aspects of the project, such as the availability of digital copies of bid forms, the need for subcontractor information, the handling of liquidated assets, the removal of the parking lot paving requirement, the need for spray foam insulation, the locations of fire extinguisher cabinets, and the specifications for flooring, windows, and other building components. The project is locally funded and does not require federal Davis-Bacon wage requirements.

According to sheet C-005 of the Hatchery Expansion drawings, we are to lay asphalt over the existing gravel as a bid alternate. The bid form from exhibit 2 does not mention this alternate. Please advise and re-issue Exhibit 2 if the Asphalt needs to be carried as an alternate.
FWC SOLICITATION ADDENDUM 3
ANSWER #4
Paving the parking lot is no longer part of the project. Notes do not apply and there is no bid alternate being requested here. The contractor will need to return the parking lot to current conditions if it is damaged or altered during the contractor’s activities.
Notes have been removed from the current drawing C-005
QUESTION #5
Note number 25 shown on sheets A405 and sheet A406 of the Hatchery Expansion drawings states a minimum of R5.7 insulation shall be sprayed on the underneath of the concrete mezzanine deck. Are we to provide spray on insulation below all mezzanine decks?

Vendors/suppliers do not.
QUESTION #19
During the Mandatory Pre-Bid Conference on Thursday, October 19, 2023, FWC stated that the General Contractors are responsible for applying and paying for the permits on both projects. When we checked the status of the permits via Hillsborough County
Building Department Website, there is roughly $1,700.00 outstanding to be paid and two
(2) conditions unresolved which are AGRF Fees and Impact Fees. Currently, these costs are not available. Will we be responsible for capturing these costs (AGRF & Impact Fees) in our bid as a precautionary?
ANSWER #19
The outstanding balance of roughly $1700.00 should be included in the bid to be paid by the contractor. FWC does not pay impact fees, do not include in the bid. FWC believes that the Accrued
Guaranteed Revenue (AGRF) fees are not applicable. Do not include in the bid. If they are applicable FWC will arrange to pay for these specific fees directly to Hillsborough County. QUESTION #30
Per Lightning Protection Specification 2.1 A (1)a. "Provide system that protects open areas within
100 feet of exterior walls at grade level".
Question: An NFPA-780 compliant lightning protection system installed on a structure will not protect open areas around the parameter of that structure. This would require an extensive pole mounted catenary system around the parameter of the structure. Is it the owner's intent to install this type of lightning protection system to protect 100' of open area around the parameter of the structure?
ANSWER #30
This is a misplaced requirement. No pole mounted catenary systems will be required. The lightning protection system will only be designed to protect the structure. Nearby metal bodies/enclosures shall be bonded to this system.

QUESTION #34
The project manual only includes specifications for a Phenolic Resin countertop, using Trespa as the basis of design. However, multiple countertop surfaces are indicated in the drawings (see keynotes 9 and 10/A601. Detail 5/A801 appears to indicate a PLAM countertop).
Please clarify if the Trespa countertop is the only material to be used throughout the project.
ANSWER #34
All countertops will be phenolic resin countertops. All casework will be the laboratory polypropylene construction. Specification and references to plastic laminate architectural cabinets will be removed for TA 71 Hatchery Expansion. The notes referred to in the questions refer to sheet A601 of the MFEC Build Out. Only the room Micro Lab should be noted with keynotes 10 &
13, all other MFEC Buil-Out casework should be referenced with keynotes 9, 11,11A, 12 or 18. All base cabinets are plastic laminate with adjustable / removeable shelving.
QUESTION #35
The existing shell building has an entrance on the north side of the building. During the site visit, the FWC team indicated that materials and equipment need to be brought into the building from the south side, rather than using the existing door and deck. To accomplish this, it was noted that the existing building would require a partial demo to create an opening.
Please confirm/clarify:
Is the north door off limits during construction? Must material and equipment enter the building through the south side? If so, please provide structural drawings detailing the selective demolition and repair scopes to the existing building.
In lieu of drawings and details, please provide an allowance dollar amount that all bidders can carry to cover the cost of demo and repair to the south side of the shell.
ANSWER #35
Applies to the MFEC Build-Out. FWC takes no objection to contractors using the entrance on the
North side of the shell building or any other means to access the office area. During the walkthrough, FWC was merely making suggestions for the contractor to consider for the access but in no way intended to limit the contractor’s options. Areas that are used for access are to be returned to their existing condition upon completion of the project.
FWC SOLICITATION ADDENDUM 12
QUESTION #36
On sheet C-005, there are notes for a bid alternative for asphalt paving on the existing gravel parking lot as well as notes to remove and re-install existing curb stops. The asphalt parking lot is existing. Please confirm that these notes do not apply and there is no bid alternative being requested here.
ANSWER #36
Confirmed. Paving the parking lot is no longer part of the project. Notes do not apply and there is no bid alternative being requested here. The contractor will need to return the parking lot to current conditions if it is damaged or altered during the contractor’s activities.
Notes have been removed from the current drawing Sheet C-005.
QUESTION #37
The project manual for the Hatchery includes two cabinet types: PLAM and Laboratory
Polypropylene Casework. The project manual for the MFEC Buildout includes specs only for
PLAM.
The Hatchery plans clearly indicate the location of Laboratory Polypropylene Casework using keynote 34. The MFEC Buildout elevations are less clear. For example, keynote 10 on A601 at detail 12 points to the face of the lower cabinets, but the keynote describes countertops.
Can you please provide clarification on which rooms receive PLAM and which receive Laboratory
Polypropylene Casework in this project?
ANSWER #37
The TA 71 Hatchery Expansion does not include plastic laminate specification or notes indicating casework or countertops are plastic laminate. Only laboratory casework and countertops are required in TA 71 Hatchery Expansion. Please see the answer to Question #35 for clarification on the plastic laminate casework, solid surface tops and laboratory tops for the MFEC Build-Out.
