About this file

This is an addendum to a design and construction contract issued by the State of Michigan Department of Technology, Management & Budget on behalf of the Michigan Department of Environmental Quality (MDEQ) for the Detroit Wildlife Refuge project located in Trenton, Michigan. Addendum No. 2, issued on September 28, 2017, distributes revised project manual sections and addresses clarifications submitted by bidders. The bid opening date is October 4, 2017 at 2:00 PM local time. The addendum is distributed only to eligible bidders who attended the mandatory pre-bid meeting and is also available on the SIGMA VSS website. Bidders are responsible for ensuring that all subcontractors and suppliers are informed of the addendum contents.

The addendum clarifies several technical specifications regarding hazardous soil remediation and waste disposal. The project estimates 40 tons of hazardous soil remediation based on visual assessment without soil sampling or coring of anomalies. Drums containing PCBs at levels less than 50 ppm do not require TSCA tagging and will be disposed of by drum count under Bid Items 7 and 8 rather than by tonnage. Hazardous waste should be priced assuming treatment before landfilling rather than direct disposal to a Sub C landfill. Clarification is provided that the trade contractor will not be required to backfill disturbed areas on either traffic or non-traffic areas of the site. Acknowledgement of the addendum must be made on the modified Bid Summary form, and all changes become part of the contract documents.

STATE OF MICHIGAN Date Issued: September 28, 2017 Department of Technology, Management & Budget Index No: 44701 State Facilities Administration DMB File #: 761/17331.SAR Design and Construction Division Department: MDEQ 3111 W St. Joseph Street Lansing, Michigan 48917

Project Name: Detroit Wildlife Refuge

Subject: Project Manual Revisions Bid Opening Date: October 4, 2017 at 2:00 PM local time

ADDENDUM NO. 2

To: All Bidders

SUBJECT: Amendments to the Detroit Wildlife Refuge Project, Trenton, Michigan.

INTENT: This addendum is issued to distribute the revised various sections and answer questions from bidders. This addendum and all future addenda will be distributed to eligible Bidders, which consist of those Bidders who attended the mandatory pre-bid meeting, and will also be available online at the SIGMA VSS website. It is the eligible Bidders’ responsibility to ensure that any potential subcontractors or suppliers that have the original version of the Contract Documents are aware of the contents of all addenda.

CLARIFICATIONS:

Q. Bid estimates 40 tons of hazardous soil remediation. Was coring or sampling of the other anomalies done to determine this tonnage?

A. No soil sampling was conducted. The 40 tons is an estimated quantity.

Q. PCB's were found in the drum sampled, will it be up to the contractor to decide if the drum is considered the source, or will the State DEQ be requesting a TSCA tag to be accompanied with this waste?

A. The drum contents are the source. The PCB’s are less than 50ppm, so the TSCA regulations do not apply to the waste.

Q. The SOW indicates that the drums need to be over packed, but then the disposal is by the ton. The more appropriate pricing for this should be by the drum.

A. The overpacked drums disposed under Bid Items 7 and 8, which are paid for by each drum.

Q. The disposal is also broken into hazardous and nonhazardous. There are varying levels of

Hazardous disposal (landfill, landfill with treatment, incineration etc). Should we assume that the hazardous waste would be low enough to be disposed of straight to a Sub C landfill without treatment?

A. For bidding purposes, assume the hazardous waste will require treatment before landfilling.

Q. The bid specs were unclear as to the backfilling requirements after excavation. Could you please clarify the backfill requirements for both:

• Traffic Areas of the Site; and

• Non-traffic areas of the Site

A. The Trade Contractor will not be required to backfill any disturbed areas.

Acknowledgement of this Addendum shall be made in the space provided on the modified “Bid Summary” form. The changes and information in this Addendum shall become part of the Contract Documents.
