About this file
This is Addendum 2 to a bid package issued by Brevard County Purchasing Services in Viera, Florida, for the demolition and installation of a wooden walkway and ADA beach crossover at Canova Beach Park (Bid B-6-26-10). The project scope encompasses complete demolition of the existing wooden walkway and ADA beach crossover structure, followed by installation of new facilities. The bid opening is scheduled for Wednesday, December 3, 2025, at 10:00 AM. The addendum clarifies several contractor requirements and project specifications, including confirmation that a Brevard Marine 1 license is acceptable in addition to a general contractor's license, and that staff will handle removal of existing aluminum handrails with the engineer confirming whether handrails are necessary for the new design. The project is not classified as overwater work.
A 5% bid bond is required for all bids regardless of the total project cost, with the bond to be returned upon issuance of the notice to proceed. Underwater, Levee, and Submerged Lands (ULS&H) insurance is not required since the project does not involve overwater construction. The addendum does not specify total project value, funding sources, or award timeline beyond the December 3, 2025 bid opening date. All other terms and conditions from the original bid package remain unchanged, and prospective bidders are required to acknowledge receipt of this addendum with their bid submission.

CLARIFICATION TO QUESTIONS RECEIVED:
Question 1: Is a 5% bid bond still required to be submitted with the quote if the total is below $200,000? If so, how soon will the cash be returned or bond released if some other company is awarded?
Answer 1: Yes, the bid bond will be returned once the notice to proceed is issued.
Question 2: Is ULS&H Insurance required on this project?
Answer 2: The project is not overwater, so ULS&H insurance is not required.
Question 3: On your Contractor's Checklist page, a general contractor's license is requested. Is a Brevard Marine 1 license also accepted for this project?
Answer 3: Yes, A Brevard Marine 1 licensee is acceptable.
Question 4: Will the handrails be removed by the contractor or the department?
Answer 4: The new design does not have the aluminum handrails. The scope calls for demo of existing structure. Staff will be removing the handrails. I have spoken to the Engineer, and he is confirming if handrails are necessary for new design. If needed handrails will be addressed with the awarded vendor.
Please note that the bid opening date and time remains Wednesday, December 3, 2025 @ 10:00 AM.
All other terms and conditions remain unchanged.
Sincerely, Mary Bowers Purchasing Manager
