About this file

This document is Addendum 2 for a North Carolina Department of Agriculture and Consumer Services solicitation (Number 10-RFP-1362751361-KMM) for Carbon Source Material Including Delivery. The solicitation is a pre-event contract designed to respond to natural disasters, with bids now scheduled to open on March 17, 2025, at 2:00 PM ET. The contract requires a vendor to provide, within 72 hours of request, at least twenty-five 100 cubic yard walking-floor trailers with trucks and drivers. The carbon source material must be composed of 98% material reduced to less than 2" in any direction, with specific delivery locations to be determined at the time of an actual incident.

Pricing for the contract is based on actual material costs, with a current ceiling price of $18.50 per cubic yard, which may be adjusted to reflect current market prices. The state will be charged for actual material costs with no markup. Due to changes in FEMA reimbursement policies, management fees must now be incorporated into the hauling prices (Items 2, 3, and 4) rather than being a separate line item. Vendors are expected to have suppliers throughout the state to minimize transportation costs, and potential additional charges for hauling distances over 90 miles could be addressed through a contract amendment after initial award.

Vendor Question State’s Response

2 Attachment A:

Pricing:

Would the Department consider adding an additional charge per mile per CY for suppliers that are more than 90 miles hauling distance, should this be required?

This should not be required as there are a large amount of suppliers throughout the state that can be sourced from.

However, that discussion could be addressed after the contract is awarded and an amendment could potentially be agreed upon.

3 Section 5.2 CSM requirements state: the CSM needs to meet the specifications determined by the SME. Other than being carbon material of which 98% has been reduced to less than 2” in any direction, are there other specifications the CSM must meet?

4 Attachment A:

Pricing Form

Item 1. The note under this item states: Vendor shall provide the wood and approved carbon material at cost with no markup.

Pricing is based on Hurricane Florence data. NCDA&CS will be charged for actual material costs but not more than $18.50/cubic yard. Hurricane Florence affected North Carolina in 2018.

Would the Department consider adjusting this ceiling price to reflect the current market in North Carolina?

Yes, that ceiling could be adjusted if current market prices are outside that range.

5 Section 5.2, Tasks/Deliverables a)

Vendor shall provide, at minimum, twenty-five (25) 100 cubic yard walking-floor trailers with trucks and drivers within seventy-two (72) hours of request. Does the Department have an estimated start date for this project?

This is a pre-event contract that will be enacted as needed in response to a natural disaster so a start date will not be known until an incident occurs. The expectation is that the awarded vendor will be able to supply that amount of equipment and drivers within 72 hours of enactment of the contract.

6 Attachment A:

Pricing there is no Item 5) Management Fee: Manage logistics of sourcing wood or other approved carbon material, and purchasing, routing, scheduling, delivery, documentation and communication with NCDA&CS and its SMEs and receiving site representatives. To include lodging and meals, travel costs, personal protective equipment, and supplies. Calculated as a percentage of invoiced costs.

This line item was included in the 2019 Invitation for Bid #: 10-IFB- 00908, Carbon Source Material including Delivery. Would the Department consider adding this line item back to the pricing sheet to cover the management costs and support personnel associated with this project?

Due to changes in FEMA reimbursement policy, they will no longer reimburse for a separate “management fee” so that fee needs to be incorporated in the “Hauling Price” of Items 2, 3, and 4.
