About this file

This is Addendum 2 issued by the Florida Department of Agriculture and Consumer Services (FDACS) for Invitation to Bid No. FFS 24 25 125 regarding Tate's Hell State Forest Roadside Ditch Debrushing 2025. The addendum provides answers to vendor questions about the project, which involves masticating/mulching vegetative material along roadside ditches. All brush, shrubs, and small trees under 6 inches in diameter must be mulched down to 3 inches or less on both sides of the ditch corridor, including Titi of any size. The FFS Contract Manager will determine starting locations but will work with the contractor on operational efficiency. If weather delays occur, contractors must provide additional resources to maintain timely completion.

The previous bid amount for similar work was $1,724.00 per mile. The project covers 102 miles, with mileage measured and paid per one side of the road - each side is measured separately for roads requiring debrushing on both sides. While funding is available, there is no set budget for this project. Questions about the addendum can be directed to the Purchasing Office at (850) 617-7181 or Bids@FDACS.gov.

ADDENDUM 2

DATE: February 28, 2025

TO: VENDORS

FROM: Brittany Harvey, Procurement Officer

RE: Invitation to Bid No. FFS 24 25 125, Tate’s Hell State Forest Roadside Ditch Debrushing 2025

This addendum is to provide answers to questions received in reference to this Invitation to Bid.

Question / Answer

1. What is the previous bid amount for similar work done before?

$1,724.00 per mile.

2. With the ITB being advertised in the later part of the physical year of FDACS if delays of rain or unforeseen circumstances that would make the job longer than expiration date, would the department give an extension on the PO?

If adverse weather causes delays, the Contractor must furnish additional personnel and equipment to make up for lost time and ensure timely completion. Extensions, if necessary, will be determined by the FFS Contract Manager.

3. Is there a set area or path that is mandatory to start and stop?

The FFS Contract Manager will determine starting location but will work with the Contractor to ensure operation efficiency.

4. Is there any plants or trees to avoid at any size? (Cypress, cat tails)

All brush, shrubs, and small trees (trees with less than six inches (6”) d.b.h.), must be mulched down to three inches (3”) or less, on both sides of the ditch such that no vegetation remains within the ditch corridor. Titi of any size within the ditch corridor must be masticated/mulched. There are no specific species to avoid.

5. The 102 miles that is the complete area including both shoulders or is that just road mileage?

Miles to be paid are measured per one (1) side of the road. For roads that are prescribed to have the ditches on both sides of the road debrushed, then each side will be measured separately as treated mileage.

6. Is there a budget on this project?

Funding is available for this project, but there is not a set budget.

This Addendum is hereby incorporated into and made a part of the above noted Invitation to Bid.

All other terms, conditions, and specifications of this Invitation to Bid will remain the same. For questions regarding this Addendum, please contact the Purchasing Office at (850) 617-7181 or email at Bids@FDACS.gov.
