About this file

This is Addendum #2 to IFB/RFx #6100062695 for PennDOT Jefferson County's asphalt procurement project. The project is scheduled to commence on May 5th and will be conducted during day shifts only across 19 sites, with 8 sites requiring a minimum of 7 trucks per day due to higher production requirements. The addendum clarifies that 9.5mm SRL-H is the only mix requiring PG64E-22, and the project schedule details will be discussed at the Pre-Paving meeting.

The pricing structure will remain fixed throughout the summer with no asphalt escalator index. The bid includes both delivered and FOB Plant quotes, with lines 5-8 (FOB lines) designated for small incidental quantities or partial loads needed to complete lanes, not for supplementing vendor trucking inadequacies. Truck turnaround times are estimated at 8-9 minutes with proper 5-7 minute load spacing, extending to 15-20 minutes when trucks arrive in large groups at the paver.

Addendum #2 IFB/RFx #6100062695

Addendum #2 clarifies some information in the project Statement of Work. However, please note that the Statement of Work should act as the main vehicle for project information concerning this project.

1) Can an overall work schedule, with dates, locations, tons & material type per day for this project be provided?

Answer: The Department estimates that the project will commence on May 5 th however the schedule will be discussed in depth at the Pre-Paving meeting.

2) Will all the work be done during the daytime ? Any night shift work ?

Answer: Day Shift

3) Just to confirm, the 9.5mm SRL-H is the only mix with PG64E-22 ?

Answer: Yes

4) The bid requires both delivered and FOB Plant quote, is the department considering to haul all or some of the materials ? or is this for smaller quantities ?

Answer: Lines 5-8 (FOB lines) are for small incidental quantities that may come up throughout this contract or if PennDOT should need part of a load at the end of a day to finish a lane. To be clear, these lines are not to supplement vendor trucking inadequacies.

5) Why is the department requiring a minimum of (7) trucks per day on 8 of the 19 sites?

Answer: The Department is expecting to achieve higher production rates on these selected roads due to higher quantities, with widths and slightly thicker paving depths on these routes.

6) Can the department tell us how many minutes the trucks will be on-site ?

Answer: If the delivery trucks are loaded out appropriately with 5 to 7 minutes between loads and get to the paver appropriately the department’s crew can get trucks into and out of the site in approx. 8 to 9 minutes, if the trucks are loaded out back to back and get to the paver in large groups - the 15 to 20 minutes is more accurate.

7) Is there an asphalt escalator for this bid?

Answer: No index for pricing. The pricing will remain the same through the summer.
