About this file

This is Addendum #1 for IFB/RFx #6100062695 related to PennDOT Jefferson County's asphalt procurement contract. The addendum addresses two specific questions regarding the procurement of asphalt materials for paving operations.

The addendum clarifies two key points about the contract terms: First, the pricing will remain static throughout the paving season with no price indexing allowed. Second, the Source Pickup (FOB) lines (lines 5-8) are expected to have minimal to no usage, as they are intended only as an emergency backup measure. These FOB lines would only be utilized in rare circumstances where the vendor's delivery capability is compromised by events such as natural disasters, allowing the Department to send its own trucks to collect materials to ensure uninterrupted paving operations and maintain public safety.

Addendum #1 IFB/RFx #6100062695

1. Will the prices be adjusted throughout the paving season or are the prices static throughout the life of the procurement?

Answer: The prices will remain the same throughout the season. There is no price indexing for this procurement.

2. How heavily will the source pickup lines be utilized?

Answer: The Department anticipates little to no usage of the Source Pickup (FOB) lines

(lines 5-8). These lines have been created as a “backup” in the event that an emergency would happen at the awarded vendor’s location (ie natural disaster etc) where sufficient vendor delivery trucks would be unavailable to ensure uninterrupted delivery to paving locations. In the event of such an unexpected situation, the Department reserves the right to send Department-owned trucks to the vendor’s location to assist in material retrieval. Department FOB would be rare, however, and only used in unexpected circumstances to ensure the health and well-being of the motoring public as well as

Department personnel.
