About this file

This is Addendum No. 2 to a Request for Qualifications issued by the California Department of Transportation (Caltrans) for an Independent Cost Estimator (ICE) and Construction Scheduler in support of CMGC Project Development and Construction Services (Notice Number 05A3042). The addendum addresses clarifications regarding personnel qualifications and experience requirements. The primary purpose is to provide responses to proposer questions regarding the Consultant Contract Manager and Task Order Manager/Responsible Person positions outlined in the original RFQ dated August 14, 2026. The addendum confirms that all other terms and conditions of the original RFQ remain unchanged, with Adam Matheny listed as the contact for questions concerning this addendum.

The addendum clarifies two critical qualification requirements for bidders. First, the required five years of specific Contract Manager experience on roadway construction services contracts must have been gained exclusively on Caltrans contracts; experience with other state DOTs or federal highway construction contracts does not satisfy this requirement. Second, the Consultant Contract Manager must hold a Registered Professional Engineer license specific to California; out-of-state PE licenses do not meet this requirement. The estimated contract value ranges from $501,360 to $814,710, with a 0% DBE participation goal required. All other personnel requirements regarding the Task Order Manager and Responsible Person roles, which accept either an "A - General Engineering Contractor" license, Registered Professional Engineer license, or licensed contractor status, remain as stated in the original RFQ.

ADDENDUM NO. #2

REQUEST FOR QUALIFICATIONS (RFQ) NOTICE NUMBER #05A3042

Independent Cost Estimator (ICE) and Construction Scheduler in support of CMGC

Project Development and Construction Services

The purpose of this Addendum is to provide responses to proposer questions.

Question 1:

Consultant Contract Manager (Section D.11, Personnel Requirements Section I.1): The RFQ requires 5 years of experience specifically as a Contract Manager on similar Roadway Construction Services contracts, and states that Project Manager, Design Manager, and Lead Designer experience will not qualify. Could you clarify whether this 5-year Contract Manager experience must have been gained on Caltrans contracts specifically, or whether comparable Contract Manager experience on other state DOT or federal roadway/highway construction services contracts would also be counted?

Department Response:

Specific Contract Management experience must have been gained on Caltrans contracts only.

Question 2:

Consultant Task Order Manager and Responsible Person (Personnel Requirements Section I.2-3): The RFQ accepts either an "A – General Engineering Contractor" license, a Registered Professional Engineer license, or (for the Responsible Person role) a licensed contractor. For a candidate holding an active Professional Engineer license from a state other than California, would that license satisfy this requirement, or is California-specific PE registration required for this role?”

Department Response:

The Scope of Work requires that the Consultant Contract Manger, shall be a Registered Professional Engineer licensed in the State of California.

All other terms and conditions of the original RFQ Notice dated 08/14/2026 and any addenda are unchanged.
