About this file
This is an Addendum document providing clarifications to bidder questions for the Michigan State Police's RFP #190000000614 regarding the procurement of Ethanol Dry Gas 0.080 Canisters. The document addresses specific technical and operational requirements that bidders must understand when submitting proposals. Key clarifications include confirmation that 105-liter tanks are the mandatory requirement with no allowance for larger volumes such as 108-liter tanks, and that the Michigan State Police anticipates ordering approximately 500 cylinders annually with a minimum order size of 48 cylinders per purchase order.
Production lot requirements represent a significant operational consideration for potential vendors. All cylinders within a single order of 48 units must originate from the same production lot, as the State requires approval of sample testing from each production lot before that lot is accepted for use. The State conducts three tests per lot and prefers to work with fewer than seven lots when placing orders of 500 cylinders, thereby establishing production capacity and quality control expectations for bidders. These clarifications ensure that vendors understand the technical specifications, minimum order quantities, and lot management requirements necessary for successful contract performance.

CLARIFICATION TO ANSWERS TO BIDDER QUESTIONS
ADDENDUM #2
A vendor submitted clarifications questions to answers that were posted in Addendum #1.
Question #4:
Within the Statement of Work there is no stated requirement for the volume of gas to be contained in each cylinder. Within the price matrix of Schedule B there is a reference to a 105-Liter volume. Should we assume that the requirement is to provide a cylinder containing "a minimum of" 105-liters of gas? Would a 108 liter tank suffice?
Answer #4:
No. A 105-liter tank is required.
Clarification Requested: We want to make sure that the question was correctly understood. The 108 liter (L) designation does not refer to the dimensions of the cylinder, rather it refers to the volume of dry gas within such cylinder. Just as an additional clarification, are you meaning that we can't fill the cylinder an additional 3 liters to 108L?
STATE’S ANSWER TO CLARIFICATION: Correct. 105 liter tanks only.
Question #7:
The stated minimum order is 48-cylinders. Is it correct that all cylinders shipped against a single order are to be from the same production lot? Assuming this is correct, what is the maximum order/lot size the state requires? For example, the vendor must be capable of producing a single lot of gas consisting of 150 cylinders.
Answer #7:
MSP will order approximately 500 cylinders a year and they do not need to all be from the same production lot.
Clarification Requested: Our understanding is the State needs to approve a sample from a Production Lot before that Lot is "accepted" for use. Therefore, it would seem that each order would need to be comprised from the same production lot. Can you please confirm that each order (minimum of 48 cylinders) will need to come from the same production lot? What is the maximum order/ lot size that the state will require?
STATE’S ANSWER TO CLARIFICATON: Yes. An order of 48 cylinders would all need to be from the same lot. 500 cylinders was our largest order in 2018 and we would prefer less than seven lots with that size of an order as we test each lot three times.
