About this file

This is Addendum No. 2 to Request for Proposal 25-RFP-004-VW issued by the Florida Department of Commerce for Identity Management Software. The addendum revises the Calendar of Events section of the solicitation, which was originally issued on August 25, 2025. Key dates include a technical questions deadline of September 9, 2025, at 4:30 PM EST, with anticipated posting of questions and answers on September 23, 2025. The proposal deadline has been revised to November 7, 2025, at 3:00 PM EST at 107 East Madison Street, Caldwell Building, Tallahassee, Florida 32399, with proposals opening immediately thereafter at 3:00 PM the same day. Anticipated evaluation of technical proposals is scheduled for October 21, 2025, with a Notice of Intent to Award anticipated on November 18, 2025, and anticipated contract execution on December 26, 2025. The contract term is expected to span 36 months from December 29, 2025, to December 29, 2028, with potential for a three-year renewal option.

The Identity Management Software solution must provide fraud prevention, identity verification, Know Your Customer (KYC), and Anti Money Laundering (AML) compliance capabilities integrated with the department's Salesforce grants management system. Evaluation will allocate 250 total points, comprising 180 points for technical response, 20 points for past performance references, and 50 points for cost proposal scored using a pro-rata formula. The contract will potentially be funded partially through federal funds as determined by Commerce's federally approved cost allocation plan. All prospective respondents are responsible for monitoring the Florida Vendor Information Portal at https://vendor.myfloridamarketplace.com/search/bids for solicitation updates and addenda. The filing of any protest regarding this procurement decision must occur within the timeframe prescribed in Section 120.57(3), Florida Statutes, and Chapter 28-110, Florida Administrative Code.
