About this file
This is Addendum No. 2 to a Request for Proposal issued by the Florida Department of Commerce for Identity Management Software (RFP 25-RFP-004-VW). The addendum provides a revised Calendar of Events that modifies key procurement milestones. Technical questions from prospective respondents were due September 9, 2025, at 4:30 PM EST, with questions and answers anticipated to be posted September 23, 2025. The original proposal deadline of October 7, 2025, at 2:30 PM EST has been revised to November 7, 2025, at 3:00 PM EST, with proposals to be submitted to the Caldwell Building at 107 East Madison Street, Tallahassee, Florida 32399. Proposals will be opened immediately following the submission deadline. The anticipated evaluation of technical proposals has been moved from October 21, 2025, to November 4, 2025, with the Notice of Intent to Award expected November 18, 2025. The anticipated contract execution date is December 26, 2025, establishing a contract period expected to run 36 months from December 29, 2025, through December 29, 2028, with a potential three-year renewal option.
The RFP seeks a comprehensive identity management software solution with capabilities in fraud prevention, identity verification, Know Your Customer (KYC), and Anti-Money Laundering (AML) compliance, designed to integrate with the Department's Salesforce grants management system. The evaluation process allocates 250 total points: 180 points for the Technical Response, 20 points for Past Performance References, and 50 points for the Cost Proposal, which will be scored using a pro-rata formula favoring the lowest responsive bid. The contract may be partially funded through federal funds, with the exact amount determined by Commerce's federally approved cost allocation plan. The annual subscription fee will encompass product improvements, support services, API access, and performance monitoring. All addenda and updates are posted on the Florida Vendor Information Portal website at https://vendor.myfloridamarketplace.com/search/bids, and prospective respondents are responsible for monitoring this site for solicitation updates.
