About this file

This is Addendum #2 issued by the Alaska Department of Military and Veterans Affairs, Construction and Facilities Management Office, for the BAAF - 47430 Hangar 1 - Roof and Envelope Project (Project Number: 02A7026003) located at Joint Base Elmendorf-Richardson. The project scope includes complete roof replacement, replacement of all exterior siding, painting and patching of upper and lower concrete areas, and painting of all hangar doors, windows, exterior doors, and exterior ladders as base bid items. Two bid alternatives are offered: Bid Alt #1 for replacement of all existing exterior doors and Bid Alt #2 for replacement of all existing exterior windows. The original bid due date of September 22, 2026 at 1:00 p.m. Alaska Time has been extended to October 6, 2026 at 1:00 p.m. Alaska Time to allow contractors additional time to review documents and submit competitive bids. A mandatory walk-through was scheduled for September 3, 2026 at 10:00 a.m. at the Construction Facility Management Office parking lot, Building 57024, Camp Carroll, JBER, Alaska 99505, with prospective bidders required to pre-register a minimum of 48 hours in advance for base access passes.

This addendum clarifies that there are no blast rating requirements for the windows and doors on Hangars 1, 4, and 6 due to their location within the controlled perimeter of the installation. Windows shall follow standard commercial glazing requirements as outlined in UFC 4-010-01 Section B-3.1.1 and Table B-3, using Applicable Explosive weight I and Low level of protection when performing thickness calculations. All technical questions and inquiries regarding the project should be directed to Scott M. Higbee, Building Management Specialist, at scott.higbee@alaska.gov or 907-428-7175, with written questions strongly encouraged to be submitted through the designated project email contact to ensure receipt of all future amendments and changes.

Addendum # Two (2)

This addendum forms a part of the contract documents and modifies the original drawings and/or specifications for the subject work. In case of conflicts between this addendum and previously issued documents, this addendum shall take precedence.

The following administrative changes have been made to this ITB:

1. The bid due date for this ITB has been extended from September 22nd, 2026 to October 6th, 2026 before 1:00pm Alaska Time to provide more time for the Contractors to review all the documents and submit a competitive bid.

Additionally, there are numerous questions coming in for this project, so this will allow sufficient time for them to be addressed and answered before the bid deadline.

Update from leadership on the blast rating requirements for the doors and windows (Bid Alt #1 & #2):

1. There are no blast rating requirements for the windows/doors on Hangars 1, 4, and 6. Due to the location on the installation, they fall within the standoff rules for a controlled perimeter (installation fence) and thus do not have specific blast rating requirements. The windows should follow standard commercial glazing requirements as outlined in UFC 4-010-01 Section B-3.1.1 & Table B-3 (Pages B-11 – B-13). When using the table and UFC for thickness calculations, the Applicable Explosive weight is I, and the applicable level of protection is Low.

Please contact me if you have any other questions.
