About this file
This addendum to RFQ 2026000047 provides answers to technical questions regarding the upgrade of heat plant controls systems in Building 35 for the Colorado state facility's CMHHIP Phase 1 project. The scope encompasses replacement of the existing controls system with evaluation and potential conversion of pneumatic controls to DDC-controlled devices, replacement of field devices based on available funding with safety and maintenance prioritized, and inclusion of baghouse PLC controllers in the upgrade. The project requires building code compliance plan review against Colorado-adopted codes, and the facility is confirmed as Class 1 Division 1 rated per the National Electrical Code. Design teams are responsible for ensuring code compliance rather than identifying and correcting pre-existing deficiencies beyond code requirements.
Key technical requirements include implementation of a standalone controls network separate from the state's OIT infrastructure, with updates initiated through manual connection as needed. The existing boiler gas monitoring equipment, emergency stop stations at equipment and a master station at the west entry, and individual venting systems will be integrated into the new design. The fuel oil system is excluded from the project scope except for existing detection and notification alarms currently within control panels. Future equipment integration planning is required for new water softeners and feedwater pumps with notification signal capabilities. Field device replacement, pneumatic-to-DDC conversion, and all system evaluations are contingent upon available funding allocation.

RFQ 2026000047
2027-026M26 Upgrade Heat Plant Controls System, Building 35, CMHHIP Ph1 of 2
1. Code Compliance / Deficiency Corrections Please clarify whether the design team is responsible for identifying and incorporating corrections for existing code deficiencies discovered during design, or if the scope is limited strictly to replacement of the existing controls system.
Are there any station specific standards that we must meet that are above and beyond Code requirements adopted by the state of Colorado? Several specific examples follow
Answer: Building code compliance plan review will be required for this project. As such, plans will be reviewed for compliance with Codes adopted by the state. A copy of the states Building Code Compliance Policy and the Adopted Codes are attached.
2. Gas Detection Requirements Is the design and installation of combustible gas monitoring equipment required as part of this project? If so, please provide the applicable design criteria and integration requirements.
Answer: As noted above, building plans will be subject to code compliance. The existing boilers have gas monitoring equipment that has been replaced within the past ten years.
3. Emergency Stop Stations Are emergency stop stations required at exterior entrances or other locations as part of the controls upgrade scope?
Answer: As noted above, building plans will be subject to code compliance. The steam plant has emergency stop stations at most equipment and a master stop station at the west entry.
4. Common fuel gas train venting NFPA 85 has reduced the ability for common venting in certain situation. While this is not a controls issue, should this be studied and incorporated into the design?
Answer: As noted above, building plans will be subject to code compliance. The boilers currently have individual venting that is locked open.
5. Hazardous Area Classification Please confirm entire boiler plant is Class 1, Division 1 rated per the NEC as directed during the site visit.
Answer: This is a Class 1 Division 1 facility.
6. Controls Network / IT Infrastructure Please clarify owner requirements for network architecture, cybersecurity, remote access, servers, and whether a dedicated controls network or existing OIT infrastructure is to be utilized.
Answer: The controls network will be standalone, separate from OIT’s network. Updates will be initiated via the owner as needed by plugging into existing infrastructure.
7. Pneumatic-to-DDC Conversion Scope Is conversion of existing pneumatic controls to DDC-controlled devices still part of the project scope?
Answer: Pneumatic to DDC controls shall be evaluated depending on the amount of funds available with safety and maintenance taking priority over any desire to digitize controls.
Existing Field Device Replacement Please confirm whether existing valves, actuators, transmitters, and other field devices are intended to remain in service and be integrated into the new controls system, or if replacement of selected devices should be anticipated.
Answer: Field devices shall be evaluated for replacement depending on the amount of funds available.
Baghouse PLC Scope Please clarify whether the project scope includes replacement of the baghouse PLC controller or is the intent to integrate this PLC into the new main controls.
Answer: Baghouse PLCs are the same vintage as the control room PLCs and should be included in the controls upgrade scope.
8. Fuel Oil System Scope Please confirm that the fuel oil system is excluded from the project scope except for any required interface with individual boiler controls. Per discussion the intent would be to migrate any existing alarms to the new system.
Answer: The Fuel Oil System shall be excluded from the project scope other than existing detection / notification alarms present within the existing control panels.
9. Future Equipment Integration Will programmed future equipment such as replacement water softeners and feedwater pumps be required to integrate with the new controls platform as part of this project?
Answer: It should be planned to add notification signals for the new Water Softeners and Feedwater Pumps.
