About this file
This is an Addendum 1 presentation document for Colorado's state contract 2027-026M26, which pertains to upgrading the heat plant controls system in Building 35 for the Colorado Mental Health Institute at Pueblo (CMHHIP). The project involves modernizing the supervisory control and data acquisition (SCADA) system and programmable logic controllers (PLCs) at the central heat plant, which provides steam to the CMHHIP campus, three Department of Corrections buildings, a central kitchen, and one youth service facility, as well as soft water to the south campus. The current controls system was last updated between 2004 and 2007 and operates on outdated software platforms including Windows XP and Windows 10, with legacy PLCs that cannot be sourced locally and inconsistent communication between control systems. Key dates for the procurement include a deadline for requests for clarification on July 31, 2026 at 2:00 PM, final addendum issuance on August 7, 2026, electronic submittal deadline on August 14, 2026 at 2:00 PM, short list announcement on August 21, 2026, oral interviews scheduled for the week of August 31, 2026, and final selection announcement on September 10, 2026.
The project seeks an architectural and engineering (A/E) firm with demonstrated experience in central boiler plant design, PLC migration and programmer interface capabilities, mechanical and electrical systems integration, controls engineering, energy optimization, and life safety compliance. The facility currently operates two Babcock and Wilcox coal boilers installed in 1988 and two Cleaver-Brooks dual-fuel boilers (natural gas and diesel) added in 2007, both of which have undergone multiple upgrades. The scope includes evaluation of potential conversion from pneumatic to electric valve controls with concurrent assessment of safety implications. The project represents Phase 1 of a two-phase upgrade initiative and requires the selected firm to develop innovative solutions that provide optimal long-term functionality across all mechanical, electrical, controls, energy, and life safety aspects of the central heat plant system.

Upgrade Heat Plant Controls System, Building 35, CMHHIP Ph 1 of 2
Facility Overview: Building 35
The central heat plant provides steam to the CMHHIP campus, 3 DOC buildings, a central kitchen and one youth service facility. This building also supplies soft water to south campus.
Heating equipment consists of 2 coal boilers and 2 dual-fuel boilers (natural gas and diesel).
Building was originally constructed in 1988 with the two coal boilers and the dual-fuel boilers were added in 2007.
Existing: Controls Controls last update 2004-2007 Supervisory panels operate on outdated software platforms (Windows 10 and Windows XP) PLCs are legacy items that cannot be sourced locally.
Communication between controls is inconsistent.
Dual Fuel Supervisory cabinet and display
Legacy PLC cabinet
Pneumatic controls Some valves may be candidates for upgrade to electric.
Need to evaluate safety concerns associated with changeover.
Existing: Boilers Cleaver-Brooks Dual Fuel Boilers 2007
Babcock and Wilcox Coal Boilers 1988
Boilers have undergone multiple upgrades through the years.
What we are looking for from an A/E firm Experience in a central boiler plant.
Experience interfacing with programmers and PLC migration.
Innovative solutions on prior projects that provide the best long-term solution.
Ability to address the mechanical, electrical, controls, energy and life safety issues associated with this project.
