About this file
This is Addendum 2 to an Invitation to Bid (ITB) issued by the State of Alaska Department of Military and Veterans' Affairs, Alaska Army National Guard, for roof recovery and repair services at the Alcantra Armory located at 3401 East Bogard Road in Wasilla, Alaska. The project encompasses roof resurfacing on the drill hall (basic bid) and lower roof decks (Bid Alternate #1), with specific work including replacement of wind-damaged parapets, removal and reinstallation of displaced conduits and antennas, and recovery of roof materials. The addendum extends the original bid deadline from May 5th, 2026 to May 12th, 2026 at 1:00 p.m. Alaska Time. A mandatory pre-bid walk-through was scheduled for April 23rd, 2026 at 2:00 p.m. at the armory parking lot, with contractor pre-registration required at least 48 hours in advance. The project completion deadline has been extended to July 30th, 2026 to accommodate permitting and design review. Project Manager Greg Walker at greg.walker@alaska.gov or (907) 428-7693 serves as the primary contact for bidder inquiries.
The addendum addresses ten specific contractor questions and answers regarding project scope and technical requirements. Key clarifications include: DMVA Maintenance Personnel will remove displaced conduits and antennas; antenna replacement is the owner's responsibility; the East parapet must be redesigned and engineered to meet 120 mph wind loads while other parapets are replaced in kind; all roofing materials require a 20-year manufacturer warranty with a minimum 120 mph wind speed rating; lower roof warranty covers only newly installed membrane and cover board materials; workmanship warranty is specified as three years (leak-free); the DMVA Design and Construction Team will review plans; contractors are responsible for all permit fees and filings; and the as-built drawings provided in the attachments define insulation R-values and roof slope specifications. No contract value, funding source, or set-aside designations are specified in the addendum.

Answer: The minimum wind speed rating required is 120mph.
5. Bid Alternate #1 – Lower Roof Decks Please clarify that Bid Alternate #1 includes recovery of both lower roof decks (mid-level roof and penthouse roof). Is this correct?
Answer: The basic bid covers the roof on the drill hall floor and has been designated as the highest roof on the structure. 9. The time for completion on this project is June 30th, 2026. With design and review from the AHJ we would be lucky to have a permit before the completion date. Please consider adding time to the RFP to complete permitting and design.
Answer: In consideration of the existing time-line complications – completion of work will be extended to July 30, 2026.
10. The Gymnasium from the inside looking up appears to have large wood glulam beams with TNG decking no slope. Can you verify if roof deck is flat or sloped in structure.
Answer: Please refer to the As-builts submitted as an attachment to this document.
11. If the roof is flat what minimum R value or average R value should the tapered insulation be?
Answer: Please refer to the As-builts submitted as an attachment to this document.
