About this file

This Addendum 2 document provides clarifications and answers to vendor questions regarding RFP #354-TMO27-09 for the Town of Cary, North Carolina's audiovisual, broadcast, and lighting systems upgrade project. The project encompasses assessment and upgrades to the Town Hall Council Chambers, control room, and atrium, with site visits available through September 4, 2026, questions due by September 7, 2026, and final proposals due September 21, 2026. The Town anticipates contract award on September 30, 2026, with Component 1 reaching final acceptance within 12 to 18 months of the October 12 effective date and Components 1 and 2 achieving substantial completion by August 30, 2028. Component 3 maintenance services include a two-year base term with up to two additional one-year renewal options.

Key technical clarifications in this addendum address the existing infrastructure and Town priorities. The Council Chambers, built in 2005 with an unchanged Crestron control system established the same year, currently features four cameras with a desire for a fifth. Meetings are simulcast via BoxCast to Cary TV, Spectrum's PEG channel, and digital platforms including YouTube, Facebook, and a turnkey VOD website. The Town prioritizes tunable white broadcast-quality lighting rather than color-changing capabilities, desires to retain equipment replaced within the last two years, requires audience amplification, and needs scene-saving functionality within the Crestron panel for multi-functional space operation. The private network supporting AV equipment is isolated from the Town's main network and is not managed by IT. All devices currently connect primarily via SDI, and the combined budget for Components 1 and 2 cannot exceed $300,000, with Component 3 and all recurring costs priced separately.

QUESTIONS & ANSWERS

Vendor Question: Do you have a copy of an as-built diagram for the space?

Answer: You can view the most recent drawings here:

https://carync.box.com/s/xlnqohbw5ifx31vg4yfm0diesv88jm3b

These are not complete or necessarily current.

Vendor Question: What is the role of Digital P Agency?

Answer: Digital P is an operator of our control room and Council Chambers. They are an agency that provides production crew to run Council meetings and other live events in the Council Chambers.

Vendor Question: When was the room built?

Answer: It was built in 2005 and is largely unchanged.

Vendor Question: Are the televised meetings closed-circuit?

Answer: No. The meetings are simulcast via BoxCast to Cary TV, our PEG channel on Spectrum, through the Cablecast platform, and to YouTube, Facebook, and our Cablecast-supplied turnkey VOD website, carync.tv.

Vendor Question: Who services the equipment?

Answer: Digital P troubleshoots and if necessary, Cary reaches out to various vendors to address issues and repairs.

Vendor Question: When was the Crestron system set up?

Answer: 2005

Vendor Question: How many cameras are there?

Answer: 4, but ideally we would have 5 to include a second wide shot.

Vendor Question: Are you looking to replace just lighting controls or also lights themselves?

Answer: The lights themselves as well. Looking for a more modern look for broadcast vs. Theatrical space.

Vendor Question: Does IT manage the network switches?

Answer: No. Most devices are on a private network isolated from the Town's main network by design, so

IT doesn't manage the switches involved in the AV system. Our team and AV vendors own that infrastructure.

Vendor Question: Who installed the equipment?

Answer: Sound Advice

Vendor Question: Is everything connected by SDI?

Answer: Most things are connected by SDI.

Vendor Question: With the LED upgrade, is color-changing light a priority for the Chambers (ceremonies, events), or is the priority broadcast-quality tunable white?

Answer: The priority is Council meetings, so tunable white.

Vendor Question: Do we want to keep scene-saving functionality? (Within our Crestron panel/system)

Answer: Yes — our Chambers are a multi-functional space that both AV and non-AV staff need to be able to use.

Vendor Question: If the private network goes down, will it fall back to the Town’s network?

Answer: No.

Vendor Question: Do we need audience amplification?

Answer: Yes.

Vendor Question: Are there any pieces of equipment we are looking to retain?

Answer: Yes. Ideally, we'd like to retain any equipment replaced in the last two years unless there's a strong business case for replacement. Specifics on these pieces can be provided upon request. Anything older than that is open for replacement/upgrade as part of this project.

Vendor Question: Do we have any architecturals of the space?

Answer: Yes — drawings can be shared as needed.
