About this file

This is Construction Bid Addendum No. 2 issued by the Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration, Design & Construction Division for the Chippewa Correctional Facility Sanitary Sewer Upgrade project (File Number 472/26156.MDL). The addendum, issued on October 28, 2026, provides clarifications and modifications to the bidding documents for this sanitary sewer infrastructure project. The bid opening date is November 4, 2026, and the substantial completion date is Friday, January 7, 2028. The professional managing the project is Matrix Consulting Engineers, with Mike Lusk serving as Project Director. Key project elements include installation of a 10-degree bar screen with an 8' x 4' pit opening, a 6-inch force main from the lift station discharge, screening equipment with a channel depth of 13.34 feet from slab to bottom, and a temporary bypass-pumping system connecting to an existing upstream manhole within the secured area.

The addendum contains ten clarification items addressing contractor responsibilities, technical specifications, and construction sequencing. Notable clarifications include: the general contractor's discretion in distributing scope of work among subcontractors; Class 1, Division 1 listing requirements for all control devices in the Bar Screen room; confirmation that a conveyor is not required and a discharge chute will be utilized; specification that only temporary bypass-pumping connection work is anticipated within the secured area; and documentation that the downstream peak flow elevation and average flow depth are identified on the Duperon detail. Re-issued sheets C-002 and C-003 are attached to the addendum. All bidders must acknowledge receipt of this addendum in the Bid Summary and Bid Form, as failure to do so may result in bid rejection. The addendum becomes part of the Contract Documents upon issuance.

BID OPENING DATE:

11/4/2026

ADDENDUM ITEMS:

1. Re-issued sheets C-002 and C-003 (attached).

2. Clarification: It is up to the General Contractor on how the scope of work is broken down between subcontractors. It is up to the General Contractor to ensure the entire scope of work is included in the bid package for a completed project.

3. Clarification: All control devices (including sensors, thermostats, switches, actuators, junction boxes and associated fittings) located in the Bar Screen room are to be Class 1, Division 1 listed.

4. Clarification: Pit opening for screening equipment to be 8’ x 4’ as shown on A101.

5. Clarification: Based on current understanding, the only anticipated work within the secured area is the temporary bypass-pumping connection. The plans identify the existing manhole within the secured area as the proposed upstream connection point for the bypass system.

6. Clarification: The plans and specifications identify the contractor’s bypass-pumping and shutdown responsibilities. In general, the anticipated approach is to connect the temporary bypass system to the upstream manhole referenced in Item 2, route the temporary piping across the perimeter road using an appropriate temporary pipe-crossing ramp or protection system, and continue the piping to the existing lift station. This arrangement would allow the existing manual screen to be fully bypassed during the work. Final means, methods, sequencing, and temporary bypass-system design remain the contractor’s responsibility, subject to the requirements of the Contract Documents.

7. Clarification: The construction documents were updated to identify the lift station discharge as a 6-inch force main.

8. Clarification: Bar Screen is to be 10 degrees from vertical.

9. Clarification: Downstream peak flow elevation is shown on Duperon detail on sheet C-003. The average flow is approximately 3” in depth.

10. Clarification: A conveyor is not required; discharge chute to be utilized as shown on construction documents.

11. Clarification: The channel depth is shown on C-003 of the construction docuements, at 13.34’ from slab to bottom of channel.

12. Clarification: Substantial Completion is Friday January 7th, 2028.

ACKNOWLEDGEMENT: This Addendum must be acknowledged by the Bidder in the space provided in the Bid Summary and Bid Form. Failing to acknowledge Addenda may be cause for the Bid to be rejected. Addenda will become part of the Contract Documents.
