About this file

This document is an addendum to Request for Proposal (RFP) 24039 for Paint Recycling Services issued by the Unified Government of Athens-Clarke County, Georgia (ACCUG). The addendum provides responses to several questions from prospective offerors regarding the scope of work, packaging requirements, pricing structure, and management of oil-based paints. ACCUG clarifies that they do not ship paint in 2023, they package the paint themselves, and that per-pound pricing can be used instead of per-gallon for the waste streams. ACCUG also confirms that aerosols must be priced per individual can and that oil-based paint can be shipped for waste-to-energy management in addition to recycling, although recycling is preferred.

Regarding pricing, the addendum states that the awarded vendor will need to include a provision to renegotiate pricing each year, as the initial pricing is not set for the extension years. The addendum also notes that ACCUG reserves the right to reject any and all proposals and to award the contract based on the highest and best interest of the government.

ADDENDUM II

DATE: February 13, 2024

TO: ALL PROSPECTIVE OFFERORS

FROM: Samantha Murray, Senior Buyer

RE: ADDENDUM II, “RFP 24039 Paint Recycling Services – ChaRM”

Pursuant to RFP 24039 the following information is provided:

Question 1: Can Athens-Clarke County (ACCUG) provide the 2023 invoices?

Answer 1: Athens-Clarke County did not ship paint in 2023.

Question 2: Does Athens-Clarke County (ACCUG) package the paint and/or paint-related material or does the contractor?

Answer 2: Athens-Clarke County packages the paint. Residents deliver paint and paint-related materials, usually in the original container. CHaRM Staff aggregates products by type, staff will not pour off into drums or larger buckets.

Question 3: Can per pound pricing be used instead of per gallon for the waste streams for item 10.Paint recycling cost per gallon on Section V – Proposal Forms (page 17)?

Answer 3: Yes, as long as a conversion formula is included due to customers being charged by the gallon.

Question 4: If per-pound pricing is not acceptable for the items that are per gallon, can the vendor add per-container minimums?

Answer 4: Yes.

Question 5: Can the aerosols be priced per container or per pound instead of per can?

Answer 5: No, these have to be priced by individual aerosol spray cans.

Question 6: Can oil-based paint be shipped for waste-to-energy management rather than recycling?

Answer 6: Yes, however, recycling is preferred. If the vendor is providing waste-to-energy pricing they will also need to provide recycling pricing for oil-based paint.

Question 7: Can pricing be renegotiated each year or is this pricing set for the extension years?

Answer 7: Yes, the awarded vendor will need to make sure that provision is included in their contract.
