About this file

This is Addendum No. 2 to IFB #22A1283 issued by the California Department of Transportation (Caltrans) Division of Procurement and Contracts for Interior and Exterior Painting and Carpentry Services in Sacramento County. The addendum, dated January 7, 2025, addresses contractor services for painting and carpentry work to be performed over a contract period from February 2024 through March 2028.

The addendum specifically addresses contractor concerns about providing fixed hourly rates over the three-year contract period, given known wage increases for Journeyman Carpenters ($5.07/hr increase on July 1, 2025, and $5.32/hr increase on July 1, 2026) and potential future increases. Caltrans' response directs bidders to submit rates as they see fit, accounting for all costs over the entire contract period, and refers them to Section C, Item 6 (Costs Included in Bid Rates) and Attachment 4, Proposed Form of Agreement, Exhibit B, Item 6 for guidance on cost inclusion in bid rates.

January 7, 2025 Addendum No. 2

Invitation for Bid (IFB) #22A1283 Interior and Exterior Painting and Carpentry Services in Sacramento County

NOTICE TO ALL PROSPECTIVE BIDDERS:

Addendum No. 2 is being issued for the above-referenced Invitation for Bid (IFB). Bids for this work shall be with the full understanding of this Addendum.

Your attention is directed to the following questions and answers to the above-noted Invitation for Bid:

Question 1 The Invitation to bid has one item that may not be addressable in its current format, or if done the way the average contractor may look at it, it will increase costs to the State if followed. The bid request requires us to give Caltrans pricing for hourly rates that are determined for carpenters and painters for 3 years, approx. Feb 2024-March 2028. If we follow that, most contractors will send you hourly rates based on the higher wages as to protect themselves from inflation and unknown wage determinations and amounts of hours per year. The way the bid form is set up, we must give one rate that is good for 3 years. Is this something you can address, as we can substantially reduce our rate if we can bid the rates based upon the year the work is done in, rather than a lump sum approach. For example, the Journeyman Carpenter’s Wage Determination is increasing July 1, 2025, $5.07 hr., and July 1, 2026, another $5.32 an hour. The determination from July 1, 2027, through the end of this contract has not been determined at this time but appears that it could be another $5.50 an hour or so.

Answer Bidders should bid how they see fit taking into account all the work to be performed for the entire length of the contract and factoring in all costs required to perform the work. Refer to the IFB, Section C, Item 6, Costs Included in Bid Rates and Attachment 4, Proposed Form of Agreement, Exhibit B, Item 6 Costs Included in Bid Rates.

All other terms and conditions set forth in the IFB remain in full force and effect.

Sincerely, Adrienne Taylor Contract Analyst http://www.dot.ca.gov/dpac/
