PROJECT NAME

Muskallonge State Park and Tahquamenon Falls State Park – ARPA Infrastructure Upgrades and Modernization

FILE NUMBER

751/22438.ABG

PROJECT DIRECTOR

Alan Goschka, AIA

PROPOSAL DUE DATE:

Thursday, October 27, 2022

ADDENDUM ITEMS: (attach additional sheets and drawings if required)

Clarification: The file number listed on the Project Statement shall be changed to 751/22438.ABG.

Questions:

General

1. What are the requirements for renderings? – up to the PSC to provide best renderings to portray the design intent

a. Are these to be published quality graphics? – a rendering and or graphic plans are likely to be used to promote the project to DNR and possibly for marketing purposes.

b. In-house images only? – see previous statement

c. Images broken out into Video walkthrough, stills, drone images (overalls) etc.? – up to the PSC to provide best renderings to portray the design intent

2. Are any presentations required? – presentations to the design team at the walkthrough required as part of the project process.

a. Who has final approval of design? – the design team at the walkthrough.

3. Is there any documentation regarding the foundations or buildings that require the archeological dig? – a phase 1 archeological review was performed for the park and will be provided to the award PSC.

a. Has any work been done in this area in the past? – limited work has been completed in the area in the past and any information available will be provided to the awarded PSC.

4. Are there limitations on areas we are allowed to disturb for the walkway and paths? – to be determined during the design process

a. Any protected trees/wildlife areas etc. that would be adjacent to the work areas? – to be determined during the design process

5. Often in travel and tourism sites we limited construction from early spring through July 4 (or mid-June) and from Labor Day to the close of the construction season. Based on user data, is spring or fall preferable for construction, or are they equally acceptable? – preferred construction is mid-September through mid-May, but the project team will have to determine the most appropriate construction dates as they relate to specific projects. It may even be beneficial to shut down a park entirely if it would work best to complete all of the projects at once – discussion and coordination will have to take place during the design process.

6. From the walk through we heard that site lighting may be helpful at sewage dump stations, parking lots/entries, and day use area lots. Should we assume providing electrical engineering/lighting design services for these areas where repaving/reconstruction/lot extensions are outlined in the RFP? – no design services shall be provided for site lighting as noted in the question. Muskallonge State Park is a dark sky park and site lighting is not desired.

7. Please confirm that the upgrades to the sewage lagoon at the Upper Falls does not include improvements to the distribution network. – the Upper Fall sewage lagoon project shall include the lagoon, the discharge line from the grinder pumps and the grinder pumps themselves as outlined in the Phase 400 study that was included in Addendum 1.

Muskallonge State Park

1. Is the lagoon scope of work at Muskallonge State Park limited to the sludge sampling and evaluation only (Phase 100)? – scope of work shall include Phase 100 through Phase 500 services

2. Since MDOT has already performed a PASER Rating of the roads and provided recommendations, will the scope of work commence at Phase 400? – the PSC needs to gather the necessary information to properly design the paving requirements of the roads (ie, topographical survey, soil borings, etc) – which design phase that falls in is up to the PSC.

3. Is there any topographical survey information available for the road system? – topographical survey shall be provided by the PSC as necessary.

Tahquamenon Falls

1. Is the scope of work for the Tahquamenon Upper Falls Stairway limited to Phase 100 Study? – scope of work shall include Phase 100 through Phase 500 services

2. Please confirm that the scope of work for the modernization of the Upper and Lower Falls entrance is limited to Phase 100 Study. – the entrance and parking area phase work shall be limited to Phase 100 study design phase.

3. Is testing required for the existing wells at the Hemlock campground? – it is not anticipated that existing well testing would be required, but based upon the PSC recommendation, fees for testing could be provided as an “optional” line item in the proposal
