About this file
This document is Addendum No. 2 to the bidding documents for the M-136 Culvert Replacement Project for Tributary to Brandymore Drain, issued by the Michigan Department of Transportation (MDOT). The addendum revises the bid schedule item description for the 60-inch dual-wall polymer-precoated galvanized steel culvert and clarifies several questions regarding subcontractor prequalification, HAZWOPER training requirements, and the need for verification of soil remediation samples. The original bid due date of July 21, 2022, has been revised to July 27, 2022.
The project is funded under MDOT code 1116 and is located in Fort Gratiot, Michigan, within St. Clair County. The contract requires MDOT prequalification for all subcontractors, and HAZWOPER training is only necessary for crews working on contaminated soil removal, dewatering, and bypass pumping. Verification of soil remediation samples is not required, but record drawings documenting the contaminated soil removal limits are needed.

CLARIFICATIONS
Question 1: What material is required for the Class A culvert?
Answer 1: As requested by MDOT, the culvert shall be dual-wall polymer-precoated galvanized steel.
Question 2: Is MDOT prequalification required for all subcontractors?
Answer 2: In summary yes. The MDOT 2022 Standard Specifications for Construction are included in the Contract by reference, and Section 108.01 requires: “The Contractor must issue only subcontracts to subcontractors that are prequalified by the Department to perform the classification of the proposed work, if applicable.”
Question 3: Is 40-hour HAZWOPER training required for all workers on site?
Answer 3: The 40-hour HAZWOPER training is required only for crews completing the contaminated soil removal (excluding truck drivers), the excavation dewatering, and bypass pumping work. Work crews for the paving, guard rail, pavement markings, etc.
will not have the potential to come into contact with contaminated media, and therefore HAZWOPER training is not required for workers that do not have the potential for exposure to contaminants.
Question 4: Are verification of soil remediation (VSR) samples required for this work?
Answer 4: VSR samples are not required for this work. However, record drawings are required for documenting the contaminated soil removal limits (i.e. average length, average width, and average depth).
