About this file
Summary
This is a Construction Bid Addendum No. 2 issued by the Department of Technology, Management and Budget (DTMB), State Facilities Administration Design and Construction Division, for the MCF - Various Roof Renovations 2024 - Steep Roofing Package project (File Number 472/20034.HJD). The addendum was issued on May 3, 2024, following a Pre-Bid Meeting held on April 23, 2024, with a bid opening date of May 8, 2024. The project involves roof renovations at multiple facilities, including updates to mansard panel transitions, rake edge details, EPDM roof installations, metal panel systems, and associated painting and fencing work. The scope includes work on the Administration Building, Maintenance Building, and Powerhouse Building, with substantial completion required within 380 calendar days and final completion within 45 days thereafter. The professional is Intertek with Project Director Heather DeKorte overseeing the work.
The addendum provides clarifications and modifications to the original bidding documents, including revised drawings (D1 and D3) for detail corrections, the addition of "Inter-Lock IL20" by Dimensional Metals, Inc as a pre-approved equal for snap lock metal panel systems, deletion of highlighted notes regarding prior panel attachment decisions, and specification of "Oil Based Enamel" by PPG Industries as the approved topcoat paint. Additional clarifications address completion timelines, warranty provisions, material specifications (including 1.5" total Nailbase thickness), on-site roll former placement procedures, security camera relocation costs to be billed under an allowance, fencing work requirements through approved MDOC contractors (Nationwide Fence and Marquette Fence), painting scope for entrance canopies and metal caps, and specific construction details for building additions and the small south-end freezer roof. Only one escort will be available during construction. Acknowledgement of this addendum in the bid submission is mandatory, with failure to do so potentially resulting in bid rejection.

BID OPENING DATE:

ADDENDUM ITEMS: (attach additional sheets and drawings if required) Following the Pre-Bid Meeting Event, held Wednesday, April 23rd, the following changes are made:
• The initial Bid Package Drawings, Specifically Details 2, 13, 14 and 16 have each been updated/revised to more clearly show the substrate components for the transitions at the bottom edge of the vertical 2-foot mansard panels and how they will have trim installed to transition back to the vertical wall or transition back to the soffit overhang. The shown substrate conditions are based on elements from the original construction drawings and are assumed essentially accurate. See Addendum 2 Revised Drawing Sheets D1 and D3
• The initial Bid Package Drawings, Specifically Detail 3, showing the rake edge was updated/revised to more clearly show that at the rake conditions there is a C-channel at the top of the masonry wall and how the new rake metal is to be installed to box in the C-Channel condition. At locations where the rake transitions to the vertical mansard, a similar closure piece shall be installed to wrap the C-Channel on the vertical portion of the mansard panels. See Addendum 2 Revised Drawing Sheet D1.
• Specification Section 02050, Page 1 has some information highlighted regarding the results of prior asbestos testing.
That highlight was placed to notify bidders of the items that were found during previous testing. Those materials will require special handling and disposal. No change.
• Specification Section 07410, Part 2.02.K shall be revised to include “Inter-Lock IL20” by Dimensional Metals, Inc as a pre-approved equal to the three previously listed snap lock metal panel systems.
• Specification Section 07410 shall be changed to “delete” all highlighted notes. Those notes were concerning recovery panel attachment prior to the decision to install new 5/8” plywood substrate over the Maintenance and Powerhouse Buildings as part of the recovery roof installation.
• Specification Section 09900, Page 2, Item 2.01.D.c shall be changed to list “Oil Based Enamel” as the pre-approved topcoat paint by PPG Industries. The yellow highlights in Section 09900 were there as a reminder to verify paint materials and are currently of no importance, nor needed any longer.
• The Sign In Sheet from the Pre-Bid Meeting is included.
• There is no change in the Due Date or Time for the bid to be due.
Other Questions that came in asking for Clarification with responses:
1. Clarify Completion Time. The Completion time as listed on the Bid Summary and in Section 00500 Article 4.1.1 lists 380 Calendar Days for Substantial Completion. Section 00500 Article 4.1.3 lists Final Completion to occur within 45 days after date of Substantial Completion.
2. Clarify Warranty on the Metal Panel Systems. The listed warranties are clearly show in Section 07410, Page 2, Section 1.06.
3. Clarify if Metal Panel Color will be a standard color. Section 02740 2.02.A already lists that the panels will be selected from a standard color.
4. Clarify thickness of Nailbase (if 1.5” total, or 1.5” foam and 0.5” for 2” total). The drawings list 1.5” Nailbase. That is the “total” of insulation and OSB combined.
5. Clarify if roll former can be on site and placed inside secured fence. The discussion at the Pre-Bid was that a roll former can be used inside the secured area but would need to be brought in and removed daily.
6. Clarify location for full tapered 1/4” per foot insulation under the EPDM. The only location noted for full taper is the stairwell section of the Administration (see plan drawing note). The larger main EPDM roof on the Admin Building has slope in the steel deck and is scheduled for two layers of 2.6” with only taper around the drain (see EPDM Proposed Construction Profile as well as other notes).
http://www.michigan.gov/SIGMAVSS
7. Clarify Work related to Security Cameras. All direct costs for removing, moving, resetting or retesting security cameras impacted by the roofing work will be considered a direct billable expense and shall be billed under the Allowance Funding.
8. Clarify Fencing and Razor Ribbon Work. All required fencing work, as well as razor ribbon work, shall be performed by an approved MDOC fencing contractor. Approved fence contractors include Nationwide Fence and Marquette Fence. Those approved subcontractors know and understand the MDOC requirements for this work.
9. Clarify limits for new painting of the heavy gauge steel entrance canopies. The limits discussed at the Pre-Bid were to paint the entrance canopies from the ground up so that all support posts, faces, underside and top are all the same color for a best appearance. Contractors shall be reminded that the heavy metal caps at each end of the typical housing units are also scheduled for cleaning and painting, per the issued Bid Package Documents.
10. Clarify work at the sloped north and south “ends” of the Maintenance Building. Those areas were building additions, and the construction is not shown on the original provided drawings. Bidders should anticipate there is some solid sheeting in place below the existing panels. The scope for those areas is to remove the existing metal panels, install new fully adhered underlayment and install new 1.75” high snap lock metal panels, including all eave, rake and high wall trim for a complete installation.
11. Clarify work at the small flat EPDM roof at the far south end of Maintenance Building. This small roof appears to be above a freezer. No cores were taken to identify the existing profile. The scope for this area is to remove the existing EPDM and any insulation to the substrate below. Add a new substrate board, fully adhered or mechanically attached (as may be determined appropriate) and then install a new fully adhered 60 mil reinforced EPDM system and new perimeter flashing.
The field tie in from the EPDM roof to the sloped metal roof on the north side of this freezer will be established during construction once the substrates at this connection are more fully understood. For this base bid, Contractors should plan on the EPDM running up the adjoining steep slope on the north side and tying into the new underlayment prior to the new metal panels being installed.
12. Clarify numbers of escorts. Only one escort will be available during construction.
ACKNOWLEDGEMENT: This Addendum must be acknowledged by the Bidder in the space provided in the Bid Summary and Bid Form. Failing to acknowledge Addenda may be cause for the Bid to be rejected. Addenda will become part of the Contract Documents.
