About this file

This is Addendum No. 1 to the contract documents for Bristol Community College's Pump and Filter System for Training Tank project located at 198 Herman Melville Boulevard, New Bedford, Massachusetts (Project No. M-2-27). The addendum, posted on July 29, 2026, provides clarifications and modifications to the original specifications and drawings dated July 22, 2026. The project involves installation of a pump and filtration system for a 54,000-gallon above-ground training tank at the Workforce Training Center. The addendum addresses two Requests for Information: the first clarifies that critical spare parts should include o-rings, gaskets, replacement pressure gauges, and replacement UV bulbs for all three treatment systems; the second addresses the 14-day completion timeline by confirming that contractors should submit a construction schedule accounting for system design, parts ordering and delivery, and on-site construction needs, with the Notice to Proceed to be issued considering these timelines and the 14 consecutive calendar days representing expected on-site work only. Sealed bids were due August 5, 2026 at 2:00 p.m. EDT, with a mandatory pre-bid conference and site visit held on July 24, 2026 at 8:00 a.m.

The estimated contract value is $73,000 within a stated range of $50,000 to $150,000. Bidders are required to submit a bid deposit of five percent of the greatest possible bid amount as cash, certified check, or bid bond from a Massachusetts-licensed surety company. Upon award, the selected contractor must provide performance and payment bonds each equal to the contract sum. All bidders must acknowledge this addendum on their bid forms. The project is subject to Massachusetts minimum wage rates per M.G.L. c.149 §26-27H and requires statutory workforce participation benchmarks of 6.9% for women and 15.3% for minorities. Astral equipment is specified as the basis of design, though "Or Equal" substitutions are acceptable. Contract award is anticipated within thirty days of bid opening, subject to approval by the Awarding Authority's authorized signatory. This is an electronic bidding process with no hard copy bids accepted.

RFI #1 - Type: General Section ref: 221400 3.02 (1) Question:

RFI #2 - Type: General Section ref: 011100 1.02A Time of Completion Question:

Specifications indicate work is to be completed within 14 days of Notice To Proceed. Will NTP issuance take into account equipment shipping time from Europe as Astral equipment specified is foreign, custom electric panel fabrication time and custom equipment skid fabrication time?

Response: (Prime Designer) The Contractor is to provide a construction schedule that should consider system design, parts ordering and delivery timelines, along with on-site construction needs. The Awarding Authority will consider these timelines as we issue the Notice to Proceed. The 14 consecutive calendar days are the expected on-site work to accomplish this project.
