About this file

This document is an addendum to the Invitation to Bid (ITB) for the procurement of two (2) 1500/2000 KVA 3-phase step voltage regulators by the Eugene Water & Electric Board (EWEB) in Oregon. The addendum modifies the original bidding documents by providing clarification on the evaluated losses and temperature rating requirements for the regulators. Specifically, the addendum states that the cost of no-load losses is $5,785/kW and the cost of load losses is $4,596/kW, both at 5% regulation. Additionally, the addendum clarifies that the regulators shall be rated for a 55°C temperature rise. The bid submission deadline remains unchanged at July 2, 2024, 2:00 pm.

The original contract opportunity involves the procurement of the 1500/2000 KVA 3-phase step voltage regulators to be matched with 12/16/20 MVA 115-12kV no-load tap transformers. Bidders are required to acknowledge receipt of this addendum by signing and returning a copy or by circling the addendum number on the bid form.

ADDENDUM # 1

1500/2000 KVA 3-Phase Substation Regulators

ITB # 24-115-G

This addendum modifies the bidding document(s) for work only to the extent indicated herein. All other areas not specifically mentioned or affected by this addendum shall remain in full force. This addendum shall be added as a part of the original bidding document and shall become part of the work required.

QUESTION & ANSWER

1. Evaluated Losses. Section 5.1 of specification states that losses will be evaluated as part of the bid and that the value of the losses in $/KW can be found in the bid documentation. I can’t locate the $/KW to use for this. Please advise on what values to use.

Response: The evaluated losses are $5,785/kW for cost of no-load losses at 5% regulation (A), and $4,596/kW for cost of load losses at 5% regulation (B).

2. Temperature rating. The Voltage Regulator is dual rated 1500/2000kVA ONAN/ONAF. We can’t find the base temperature this is to be based on. I can assume 65d. C but wish to confirm this.

Response: Per section 3.1 of Material Specification ES3-9.170, the regulator shall be rated for 55°C temperature rise.

ADDED INFORMATION TO SOLICITATION DOCUMENT

1. For Specification 3.1, revise as follows:

Strike “The regulator shall be suitable for operation at 12,000 and 13,200 volts” as follows:

EWEB is looking for a voltage regulator that meets the following: The regulator shall be outdoor, three-phase, 60 Hz., 55º C temperature rise, rated 1500/2000 KVA, 694/926 amps at 12,470 volts and 10% voltage regulation raise and lower. The regulator shall be rated on an OA/FA basis. The regulator shall be suitable for use on a 12,470 volt grounded wye/7200-volt system. The regulator shall be rated 12,470 volts. The regulator shall have 10% regulation raise and lower in thirty-two 5/8% steps.

CLOSING DATE AND TIME

July 2, 2024, 2:00 pm. Remains unchanged.
