Scope

Aeris was retained by Weiler Engineering Corporation to conduct an asbestos building survey limited to the roof system at Dade Battlefield State Park 7200 Crescent Road 603, Bushnell, FL 33514 on

July 20, 2022. Aeris conducted a site sampling of the specific areas, the roof system, as per the client’s request. It should be noted that during the demolition, if hidden materials are uncovered within wall cavities, crawlspaces, ceiling spaces, and/or other inaccessible areas, additional assessment and sampling may be required. Areas outside of the scope were not sampled and may contain additional suspect asbestos containing materials.

Purpose

A limited asbestos building survey was performed to report the analytical data obtained within the property. Bulk sampling analysis was performed via Polarized light microscopy or PLM. The purpose of the bulk sampling was to determine if asbestos containing materials, if any, are present.

As defined by the United States Environmental Protection Agency (EPA), asbestos containing materials or ACM are materials that contain greater than 1% asbestos. ACM’s are further categorized into friable asbestos, category I non-friable, and category II non-friable. Below are the National Emissions

Standards for Hazardous Air Pollutants (NESHAP) categories of asbestos with descriptions:

• Friable asbestos are any materials that contain greater than 1% asbestos and can be crumbled, pulverized, or reduced to a powder by the pressure exerted from a human hand.

• Category I non-friable are materials that contain greater than 1% asbestos, but are not friable.

Materials that are part of this category are gaskets, resilient floor coverings, packing, and asphalt roofing products.

• Category II non-friable are materials that contain greater than 1% asbestos, but are not friable and are not part of category I non-friable.

Property Details

This property is a single story, state park property comprised of a block exterior with a paint finish. For the purpose of this report, the front entrance faces north.

Methods/ Protocol

Sampling – Bulk sample of suspect asbestos containing materials (ACMs) was conducted in general accordance with Asbestos Hazard Emergency Response Act (AHERA) 40 CFR 763. All samples were sent to an independent accredited laboratory under chain of custody.

Introduction

Aeris performed this assessment in general accordance with the sampling protocol and methodology of the Asbestos Hazard Emergency Response Act (AHERA) 40 CFR 763, National Emissions

Standards for Hazardous Air Pollutants (NESHAP), and in accordance with the agreed upon scope of work. The roof system is the proposed area for demolition.

Sampling

Asbestos bulk samples were collected and shipped to an accredited Eurofins EMLAB P&K for analysis.

Eurofins EMLAB P&K is accredited by the National Voluntary Laboratory Accreditation Program (NVLAP) for selected test methods for bulk fiber analysis (PLM).

Sampling of suspect ACM’s was conducted in general accordance with AHERA 40 CFR 763 guidelines. Suspect ACM’s were categorized in three types: surfacing material, thermal system insulation, and miscellaneous material. Each material type was divided into homogeneous areas, which are defined as materials with similar color, texture, and installation date.

ACM’s are defined as building materials that contain greater than one percent (1%) asbestos fibers, according to Occupational Safety and Health Administration (OSHA), U.S. Environmental Protection

Agency (EPA), and State of Florida Environmental Protection.

Two (2) samples were collected, and one (1) duplicate was taken for quality control purposes. Suspect asbestos samples were analyzed using polarized light microscopy (PLM) with dispersion staining. The

PLM technique (EPA Method 600/R-93/116) allows the laboratory technician to distinguish between different fibers and different types of asbestos fibers.

Scope

Aeris conduct a lead-based paint survey limited to the roof system at Dade Battlefield State Park

7200 Crescent Road 603, Bushnell, FL 33513 on July 20, 2022. Aeris conducted a site screening of the specific areas/ surfaces in the roof system as per the client’s request. Areas outside of the scope were not assessed/screened and may contain additional lead-based paint.

Purpose

A limited lead-based paint survey was performed via an XRF or x-ray fluorescence screening within the property in attempts to identify the source(s) of lead-based paint within the areas proposed for demolition. The purpose of the XRF screening was to determine if lead is present in the suspect paint and, if present, the concentration. The results collected from the XRF screening were intended to identify the areas/ rooms and painted surfaces in question but are not intended to be an all-inclusive assessment of the property.

As defined by the United States Housing and Urban Development (HUD) guidelines, lead-based paints are paints that contain lead greater than or equal to 0.5% by weight or 1.0 mg/cm2. Paints that contain lead concentrations below the HUD standard are considered non-hazardous, regardless of the paint’s condition. Note: The Occupational Safety and Health Administration (OSHA) for lead in construction standard 29 CFR 1926.62 does not distinguish a threshold level for lead based paint in materials.

Note: If an inconclusive XRF reading was taken, a lead-based paint chip sample would be procured and sent to an independent accredited laboratory for analysis to confirm the presence of lead, if any, and the level.

Property Details

This property is a single story, state park property comprised of a block exterior with a paint finish. For the purpose of this report, the front entrance faces north.

Methods/ Protocol

Sampling – XRF screening was performed using a handheld XRF analyzer, Olympus X Delta. The screening was performed using the methodology outline in the United States Housing and Urban

Development (HUD) guidelines and the United States Environmental Protection Agency (EPA).

Introduction

Aeris performed a limited lead-based paint survey in agreeance with the 40CFR Part 745 Lead

Renovators Rule (RRP) as well as the United States Housing and Urban Development (HUD) guidelines and in accordance with the agreed upon scope of work. The roof system is the proposed area for demolition.

Sampling

XRF readings were collected in compliance with the 40CFR Part 745 Lead Renovators Rule (RRP) and HUD guidelines. The samples were taken from homogenous building components, which are unvarying in color, texture, and appearance. Note: Areas that are inaccessible or hidden behind structures may be uncovered during the demolition process and will require further assessment that are not encompassed within this report.

The samples were collected from the accessible areas of the roof system. The components screened were they multi-layered and the supporting soffit system. A total of eight (8) readings were taken within the property. One (1) paint sample tested above the regulatory limit of 1.0 mg/cm2.

6 1-844-MY-AERIS 20283 FL-7, Suite 425, Boca Raton, FL 33498 WWW.AERISIAQ.COM

Conclusion

Aeris performed a limited lead-based paint survey in agreeance with the 40CFR Part 745 Lead

Renovators Rule (RRP) as well as the United States Housing and Urban Development (HUD) guidelines and in accordance with the agreed upon scope of work. The roof system is the proposed area for demolition.

XRF readings taken from the roof designated for demolition identified that the seven (7) of the eight

(8) samples from the roof system contain lead below the regulatory limit. However, one (1) sample from the supporting metal soffit system contains lead above the regulatory limit and is considered a lead-based paint hazard.

It should be noted that the Occupational Safety and Health Administration (OSHA) for lead in construction standard 29 CFR 1926.62 does not distinguish a threshold level for lead based paint in materials. Therefore, any work performed in the presences of lead may be regulated by OSHA and all precautionary standards of the rule should be abide by. Additionally, Aeris is not responsible for outlining safety procedures as well as OSHA compliance measures for all associated remediation contractor, workers, and/or occupants.

The materials that will be removed during the demolition process poses the potential to affect the exterior environment. Because of this, it is recommended by the Resource Conservation and Recovery

Act (RCRA), Subtitles C and D, that the materials be analyzed to determine the leachable lead presence in the material. A toxicity characteristic leaching procedure (TCLP) is the testing method used to identify whether the materials must be handled and disposed of as hazardous waste.

Lead-Based Paint Disclosure

Under Federal Law 24 CFR Part 35 and 40 CFR Part 745, it is required that a copy of this report be provided to all new lessees or purchasers of the property before they become obligated under a lease or sales contract.
