About this file
This Addendum 1 to the SWIFT 2-18371 request for bid is issued by the Minnesota Department of Natural Resources for invasive buckthorn treatment services across two Wildlife Management Areas in northern Minnesota. The project encompasses approximately 158.9 acres within Valley WMA in Marshall County and Higinbotham WMA in Pennington County, requiring labor, equipment, materials, tools, transportation, and incidentals for cutting and chemical herbicide treatment of invasive buckthorn. The work will be performed over two years, with Year One serving as initial treatment and Year Two as follow-up treatment for re-sprouts and any surviving mature plants. All responses must be submitted electronically through the SWIFT Portal, with no email or faxed submissions accepted. Prospective bidders are encouraged to contact Project Supervisor Rebecca Ekstein at 218-219-8588 to schedule a required site visit. Contractors requiring assistance with portal registration or bid completion may contact the Contractor Assistance Help Desk at 651-201-8100, Option 1.
Unit pricing must be all-inclusive, encompassing labor, materials, tools, transportation, equipment, sales tax, use tax, and all costs necessary for project completion. The State reserves the right to award items separately, by grouping, or by total amount as deemed most advantageous. Award will be made to the lowest responsible vendor meeting all specifications, terms, and conditions outlined in the solicitation. Responses failing to comply with solicitation requirements will be considered nonresponsive and rejected. Direct Pay Permit 1114 does not apply to this project. All vendors are responsible for reviewing all attachments to the event and ensuring compliance with all stated requirements, with the DNR serving as the determining factor regarding vendor specification compliance.
