About this file
Addendum 1 for RFB #25-0385 is issued by New Hanover County's Finance Department Purchasing Division for a Landfill Scale Removal & Demolition project. The addendum provides detailed responses to ten bidder questions, clarifying key project requirements including work hours, site access, and demolition specifications. Notable details include no requirements for bid, performance, or payment bonds, and flexibility in work scheduling. The county will allow contractors to dispose of debris at the NHC Landfill free of charge, with an emphasis on recycling materials like concrete, metal, and gravel. The project will have a 90-day completion timeline starting from the Notice to Proceed (NTP), which will be mutually agreed upon after contract execution.
The addendum introduces an additional Area 5 to the project map, a 32' x 32' square designated for two roll-off dumpsters to collect resident recycling materials. Paving specifications for this area include a two-lift process: first, fine grading existing stone and paving a 3.5" intermediate course, and second, cleaning, preparing, applying a tack coat, and paving a 1.5" surface course. Red arrows have been added to the map to indicate run-off direction and drain locations. The county encourages good faith efforts to involve minority businesses, with a 10% goal for construction projects, though for this limited-scope project, affidavit forms are not required. The project allows for flexible work scheduling, considering ongoing recycling truck operations and facility usage.

ADDENDUM 1
QUESTION & ANSWERS
FROM: Courtney Prince, Purchasing Agent TO: All Bidders Project: RFB # 25-0385_Landfill Scale Removal & Demolition Date: April 15, 2025
This Addendum is related to the County’s Request for Bids “RFB 25-0385 Landfill Scale Removal & Demolition” and is hereby made a part of said Request for Bids to the same extent as though it were originally therein.

SCALE REMOVAL & DEMOLITION
RFB #25-0385 QUESTIONS FROM BIDDERS:
1. Is a bid bond required with bid? Since its informal, I assume “no”. No. A bid bond is not required.
2. Are performance and payment bonds required upon execution of contract with contractor? No. Performance and payment bonds are not required.
3. Are there any survey requirements? No.
4. Will NHC stake out the areas to allow bidders to adequately take measurements to prepare lump sum bid? The area will be marked off with orange spray paint and/or traffic cones. Bidders are welcome to visit the site to measure.
5. To confirm, all debris can be disposed at NHC Landfill free of charge to contractor?
Yes, landfill disposal fees will be waived. In keeping with the mission of the Recycling & Solid Waste Department, Staff would like as much material as possible to be recycled. This would include materials like: concrete, metal, gravel.
6. Is there a set percentage of work to be completed by minorities? Or are we just encouraged to use them if we can. With such a limited scope of work, all we could get minorities to do is hauling. New Hanover County has a goal of 10% on construction projects. Good faith efforts are encouraged, but affidavit forms are not required for this project.
7. Any particular work hours during the week or weekend? We will be very flexible with work hours and weekend hours. The recycling trucks will still need to be able to dump into the Materials Recovery Facility and use the main scale. Their normal hours are 7am – 5pm, but traffic is less busy after 3:30pm on weekdays.
8. Can the parking lot be sealed during the week and employees park in another location or will the parking lot need to be sealed on the weekend while no one/limited people are there? We can accommodate both a weekday and/or weekend work schedule. Employees can park in another area during sealing.
9. Is there a hard date for the NTP or will the start date be agreed upon after award and then we have 90 days to complete from NTP? The start date will be agreed upon after the contract is in place and then the awarded contractor will have 90 days to complete the project.
10. Will the building behind Truck Staging Area 3 be in use during the reconstruction of area 3 or will your trucks utilize another area during reconstruction? Yes, the building behind the staging area 3 will still be in use for the Recycling trucks to dump recyclables into the Materials Recovery Facility. The Recycling trucks will need to line up to the north of the building to wait for their turn to dump. NHC Staff will communicate this information to the drivers.
11. Will any arrow boards or message boards be required or will drums to close off the work areas be acceptable? Arrow or message boards are not necessary, but you are certainly welcome to use them. Your drums will work to close off the areas, or we have plenty of traffic cones on site that can be used as well.
ADDENDUM 1:
**AREA 5 ADDED TO THE MAP:
The area marked as “5” on the map is a 32’ x 32’ square that will be used for 2 roll-off dumpsters to be staged to collect recycling materials from our residents.
The specs for area 5 are:
• 1 st lift - fine grade existing stone and pave 3.5" I19.0C intermediate course.
• 2nd lift- clean, prep, apply tack coat and pave 1.5"
S9.5B surface course.
• Transition to existing asphalt to provide a continuous paved surface.
**Red arrows added to the map for clarification:
Red arrows indicate the run-off direction. The two (2) red dots indicate the drains for the run-off water. These were verbally pointed out as part of the on-site visits. We are including this information here as part of the addendum scope for clarity.
