About this file

The document is Construction Bid Addendum No. 1 for the Richfield Landfill Leachate Disposal project, issued by the Michigan Department of Technology, Management and Budget (DTMB) State Facilities Administration Design and Construction Division. The addendum, dated July 23, 2019, provides additional information for a bid opportunity involving leachate disposal services at the Richfield Landfill located in Davison, Michigan. The bid opening is scheduled for July 31, 2019, and the addendum includes a meeting attendance record from a mandatory walk-through held on July 16, 2019, as well as responses to four vendor questions about the project.

The addendum addresses specific vendor inquiries, including requests for analytical reports on waste characterization, PFAS testing, historical transportation records, and leachate sampling. The responses provide detailed information about leachate volumes, seasonal variations, and chemical compositions. Notably, the state indicates it will not entertain alternative bid proposals for PFAS compound removal as part of this project, though vendors may separately discuss potential alternative approaches. The documentation includes attachments with historical leachate volume data from 2011-2018, laboratory analytical reports, and a meeting attendance sheet, providing comprehensive background information for potential bidders to understand the project's technical requirements and historical context.

BID OPENING DATE:

ADDENDUM ITEMS:

I. Additional Information

The meeting attendance record from the mandatory walk-through held on July 16, 2019 at 10:30 AM at the site is attached to this addendum.

II. Questions

Q1. Will copies of the most recent analytical (waste characterization and PFAS) be made available to potential vendors?

A1. See attached. RPT.COC.S89106.01(01) summarizes PFAS results (Sample L-1 of the attached Merit report is a leachate sample and sample OW-101 is representative of extraction water from the remediation system). Report number 1812502 summarizes Leachate results from Genesee County WWTP. Report number 1812501 summarizes remediation water results from Genesee County WWTP.

Q2. Will copies of historical transportation records detailing the volume and frequency of waste shipments be made available to potential vendors?

A2. The attached spreadsheet identifies the volumes of liquids generated per calendar year. The months of January, February and March typically have reduced volumes as the system is affected by cold weather and at times needs to be shut down. The frequency of waste shipments is determined by the need to make sure the storage tanks always have available capacity. In other words, the frequency of waste shipments is weather dependent and should be such that the system does not shut down because the tanks are full.

Q3. Will a representative sample of the leachate be made available to potential vendors?

A3. A sample of leachate can be made available provided potential vendor provides information that documents the leachate was properly handled and disposed of.

Q4. Will the state entertain alternative bid proposals containing provisions for the removal of PFAS compounds from the subject leachate?

A4. Not as part of this project. However, if the potential vendor wishes to make a separate demonstration that a cheaper alternative exists, that can be discussed separately.

ACKNOWLEDGEMENT: This Addendum must be acknowledged by the Bidder in the space provided in the Bid Summary and Bid Form. Failing to acknowledge Addenda may be cause for the Bid to be rejected. Addenda will become part of the Contract Documents.

Richfield Landfill Leachate Results per calendar year:

July 18, 2019

A detailed yearly total is provided. A table with yearly leachate averages is provided at the end. The table at the end is for leachate generated from the landfill, it does not include SARS as that generation is independent from the landfill. A total of leachate and SARS is provided in the first table.

Calander year 2017 showed higher leachate volumes, however, if you take that last 12 months that we have records (May 2017 through April 2018, the average is 161,969 gallons per month. This shows that the leachate volumes continue to decrease over time.
