About this file
This document is an Addendum No. 1 issued by the City of Kissimmee for the Capital Improvement Revenue Bonds Series 2025, with the bid number RFQ2025-002. The addendum provides clarifications and responses to two specific questions from potential proposers regarding existing utility agreements and hurricane-related financial impacts.
The addendum reveals two key pieces of information: first, the Transition Agreement with Toho Water Authority has an initial term through September 30, 2029, with automatic 25-year renewals unless the City opts out, and the agreement with Kissimmee Utility Authority is embedded in the City's Charter with no expiration date. Second, the City has three open FEMA projects totaling $1.27M related to Hurricane Milton and Hurricane Ian, for which it expects reimbursement, with all other damage being minimal or covered by insurance. The document includes a form for proposers to acknowledge receipt of the addendum and instructions to submit it with their proposal.
