About this file

This document is Addendum No. 1 for the City of Kissimmee's Capital Improvement Revenue Bonds Series 2025, with Bid No. RFQ2025-002, issued on April 22, 2025. The addendum provides clarifications and responses to two specific questions from potential proposers regarding existing utility transfer agreements and hurricane-related financial impacts. The document requires proposers to acknowledge receipt of the addendum by completing the appropriate section in the Request for Qualifications (RFQ) and submitting the form with their proposal.

The addendum reveals that the Transition Agreement with Toho Water Authority has an initial term through September 30, 2029, with automatic 25-year renewals unless the City opts out, while the agreement with Kissimmee Utility Authority is embedded in the City's Charter with no expiration date. Regarding recent hurricane impacts, the City has three open FEMA projects from Hurricane Milton and Hurricane Ian, totaling $1.27 million in expected reimbursements, with all other damage being minimal or covered by insurance. The overall project involves a taxable direct loan of up to $22 million to fund capital improvements at the City-owned Gateway Airport, with proceeds also covering capitalized interest and issuance costs.
