About this file
This document is Addendum No. 1 for the City of Kissimmee's Capital Improvement Revenue Bonds Series 2025 (Bid No: RFQ2025-002), issued on April 22, 2025. The addendum addresses two specific questions from potential proposers regarding existing utility agreements and hurricane-related financial impacts. The document provides clarification that the Transition Agreement with Toho Water Authority has an initial term through September 30, 2029, with automatic 25-year renewals unless the City opts out, and the agreement with Kissimmee Utility Authority is embedded in the City's Charter with no expiration date.
The addendum also reveals that the City has three open FEMA projects from Hurricane Milton and Hurricane Ian, totaling $1.27 million in expected reimbursements, with other damage being minimal or covered by insurance. The document requires proposers to acknowledge receipt of the addendum by completing the applicable section in the RFQ and submitting the form with their proposal. All other terms and conditions of the original RFQ remain unchanged, maintaining the fundamental requirements of the $22 million Capital Improvement Revenue Bonds Series 2025 for funding capital improvements at the city-owned Gateway Airport.
