About this file
This document is an addendum to a Request for Proposals (RFP) issued by the Bend Park and Recreation District for an Insurance Agent (Broker) of Record. The RFP seeks proposals for an insurance agent to provide property, casualty, workers' compensation, and related lines of commercial insurance, as well as risk management consulting services. The addendum provides clarifications to questions submitted by proposers, including information about the incumbent broker, WHA Insurance Agency, and the current insurance coverages and premiums. The addendum also specifies the renewal dates for the various insurance policies, which range from December 31, 2024 to February 15, 2025.
The addendum indicates that the District anticipates an increase in service fees and has budgeted accordingly. It also notes that the District will work collaboratively with the selected proposer and the incumbent broker to ensure a smooth transition of services, considering the expiration dates of the existing insurance policies and any necessary insurance carrier changes.

ADDENDUM 1
to
RFP for INSURANCE AGENT (BROKER) OF RECORD
This addendum modifies Bend Park and Recreation District’s (“District(‘s)”) Request for Proposals for
Insurance Agent (Broker) of Record issued March 25, 2024 (“RFP”) to the extent indicated below and is hereby made an integral part of the RFP. The provisions of the RFP, including any prior addenda, that are not amended by this addendum remain unchanged and in full force and effect. Proposers must be responsive to any requirements of this addendum as if the requirements were set forth in the RFP.
Failure to do so may result in Proposal rejection. Proposers must reference the RFP regarding requests for clarification, change, or protest of this addendum, and applicable deadlines.
Capitalized terms used, but not defined, in this addendum shall have the meanings given to such terms in the RFP, or any addenda.
CLARIFICATIONS:
1. Q: How long has WHA Insurance Agency been your broker?
A: WHA Insurance Agency has been the District’s insurance agent (broker) since October 2018.
2. Q: How has WHA Insurance Agency been compensated and what is the annual amount?
A: WHA Insurance Agency has primarily been compensated through direct-billing at a current annual amount of $10,000 (some smaller insurance lines may include commission). The District anticipates that an increase in service fees is likely and has budgeted accordingly.
3. Q: What, if any, loss control services have been received from your broker?
A: A variety of loss control (risk management) services have been provided by WHA Insurance
Agency over the past five-plus-years. Such services include, without limitation, contract reviews
(these are infrequent reviews of new, unique, or higher risk arrangements), coverage reviews of prospective contractors, renters, or similar (these requests are also infrequent), playground fall surface testing, property inspections (e.g. drone flights to assess buildings), consulting for
District safety committees, and a variety of advice on risk management tactics, systems, and trends.
4. Q: Regarding the Current Coverages outlined in section 1.2(e) can you specify the renewal date(s)?
A: Yes, please see the updated table below. Please note that the District will work collaboratively with the selected Proposer and WHA Insurance Agency to transition services as needed, considering expiration dates of insurance policies, any necessary insurance carrier changes, and related.
